<p> CITY OF MARQUETTE HEIGHTS CITY COUNCIL OF MARQUETTE HEIGHTS TAZEWELL COUNTY, ILLINOIS</p><p>May 24, 2010</p><p>PLEDGE </p><p>The City Council meeting was opened with the pledge of allegiance led by Mayor Little.</p><p>CALL TO ORDER</p><p>The regular meeting of City Council was called to order at 7:00 p.m. on Monday, May 24, 2010.</p><p>ROLL CALL</p><p>The following Aldermen were present for Roll Call: Ayes - Alderman Babb, Bradford, Bumbalough, Dearborn, Steele, and Welton.</p><p>Also present were Mayor Little, Deputy Clerk Haller, Treasurer Robbins, and Attorney Tibbs.</p><p>Absent: Clerk Coltrin, and Engineer Good </p><p>PRESENTATION OF JOURNAL OF PROCEEDINGS</p><p>Alderman Babb made a motion, seconded by Alderman Bradford, to approve the minutes of the Regular City Council meeting held on May 10, 2010 Roll Call Vote: Ayes – Alderman Babb, Bradford, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed. </p><p>CONFIRMATION AGENDA</p><p>1. Approve up to $4500 to Maurer-Stutz to prepare IEPA loan documents</p><p>Alderman Babb made a motion, seconded by Alderman Steele, to approve the confirmation agenda in its entirety. Roll Call Vote: Ayes – Alderman Bradford, Babb, Bumbalough, Dearborn, Steele, and Welton. Nays - none. Motion passed. REPORTS OF CITY OFFICIALS</p><p>Mayor</p><p>Mayor Little was contacted by Laura Johnson from the River Valley Small Animal Clinic in East Peoria. She would like to bring the Wellness Clinic (mobile) to town.  Self-contained, no electricity needed  Provide vet services  Do their own advertising  Set-up at Marq. Hts. Park if allowed  Offer reduced costs for vet care/shots  Set up possibly a couple times over the summer months</p><p>Attorney Tibbs suggests that the Council check city code to see if a peddler’s permit is required.</p><p>Clerk</p><p>No Report. .</p><p>Treasurer</p><p>Treasurer Robbins submitted the April Treasurer’s Report.</p><p>Attorney</p><p>Attorney Tibbs discussed the Gaffney vs. Marquette Heights case. It is set to be heard in July. Gaffney amended his complaint.  Rick Crum was dismissed as a defendant  Utility tax – Gaffney says can’t impose outside corporate city limits  Infrastructure fee is unconscionable</p><p>City Engineer</p><p>Absent – No Report.</p><p>Communications</p><p>No report. CITIZENS WISHING TO ADDRESS THE COUNCIL</p><p>None.</p><p>REPORTS OF STANDING COMMITTEE</p><p>Water and Sewer - Alderman Bumbalough</p><p>Rick Crum’s computer is not working. The Council will discuss whether to replace or repair at the committee meeting.</p><p>There is an 18” sewer trunk line exposed going down the hill. This will be discussed at committee also.</p><p>Law Enforcement - Alderman Dearborn</p><p>Monthly report for April is filed in the Clerk’s office.</p><p>Mayor Little stated that there are minimal yards throughout the city that need to be mowed. He appreciates the effort of the police officers. The former Hick’s property needs mowing. There are people blowing grass onto the streets. One of the houses on Joliet has ornamental grass encroaching the sidewalk. </p><p>Streets - Alderman Welton</p><p>Alderman Welton reported that Joliet needs scarification and seal coat this summer. </p><p>Parks and Public Buildings - Alderman Bradford</p><p>There were questions on repair of the grounds where the carnival tore up the grass.</p><p>Fire - Alderman Steele</p><p>No report.</p><p>Finance/Planning - Alderman Babb Alderman Babb made a motion, seconded by Alderman Steele, to pay bills totaling: $30,360.43 from General Fund; $0 from Motor Fuel; $1,411.78 from Sewer; $4,804.43 from Water, $0 from Wheel Tax, and $0 from savings. Roll Call Vote: Ayes – Alderman Dearborn, Bradford, Babb, Bumbalough, Steele, and Welton. Nays - none. Motion passed.</p><p>The personnel policy needs to be finalized at committee meeting in June.</p><p>OLD BUSINESS</p><p>None.</p><p>NEW BUSINESS</p><p>Approve the scarification of Joliet Road from Wheel Tax</p><p>Alderman Welton made a motion, seconded by Alderman Steele to approve $31,130 to American Asphalt for scarification of Joliet Road from Wheel Tax. Roll Call Vote: Ayes – Alderman Bumbalough, Steele, Dearborn, Babb, Bradford, and Welton. Nays - none. Motion passed. </p><p>Approve the seal coat bid for Joliet Road </p><p>Alderman Welton made a motion, seconded by Alderman Babb to approve seal coat bid for Joliet Road from Steffen 3D Construction for $30.528.60. Roll Call Vote: Ayes – Alderman Steele, Dearborn, Babb, Bradford, Welton, and Bumbalough. Nays - none. Motion passed</p><p>Approve the MFT Maintenance Resolution </p><p>Alderman Welton made a motion, seconded by Alderman Babb to approve seal coat bid for Joliet Road from Steffen 3D Construction for $30.528.60. Roll Call Vote: Ayes – Alderman Dearborn, Babb, Bradford, Welton, Bumbalough, and Steele. Nays - none. Motion passed</p><p>Approve to repair or replace the Water Dept computer</p><p>Alderman Bumbalough made a motion, seconded by Alderman Bradford to table the purchase/repair of the computer indefinitely. Roll Call Vote: Ayes – Alderman Dearborn, Babb, Bradford, Welton, Bumbalough, and Steele. Nays - none. Motion passed.</p><p>Approve the LaSalle/Rt 29 Construction Agreement Alderman Bradford made a motion, seconded by Alderman Dearborn to approve the agreement with IDOT for the Rt 29 construction. The State of IL agrees to pay 67%. Roll Call Vote: Ayes – Alderman Dearborn, Babb, Bradford, Welton, Bumbalough, and Steele. Nays - none. Motion passed</p><p>CITIZENS WISHING TO ADDRESS THE COUNCIL</p><p>ANY OTHER BUSINESS PERTAINING TO THE CITY</p><p>Alderman Bumbalough made a motion, seconded by Alderman Steele to approve payment of $735 to Burling Excavating for sewer repair at 505 Kaskaskia. Roll Call Vote: Ayes – Alderman Dearborn, Babb, Bradford, Welton, Bumbalough, and Steele. Nays - none. Motion passed</p><p>Alderman Dearborn made a motion, seconded by Alderman Bumbalough to execute the Audit letter for $17,500. Roll Call Vote: Ayes – Alderman Dearborn, Babb, Bradford, Welton, Bumbalough, and Steele. Nays - none. Motion passed</p><p>Ted Welton gave his letter of resignation to file in the clerk’s office. Mayor Little presented him with a plaque and thanked him for his years of service.</p><p>ADJOURNMENT</p><p>Alderman Dearborn made a motion, seconded by Alderman Bumbalough to adjourn the regular City Council meeting at 7:54 p.m. Voice Vote: All Ayes.
