<p> FACILITIES PROGRAM – PHASE IA USF Polytechnic</p><p>VI. Space Needs Assessment</p><p>The USF Polytechnic Campus Master Plan has been completed and was approved by the USF Board of Trustees March 7, 2007. A special Educational Plant Survey was requested by the Board of Governors, and a comprehensive presentation was made to the Survey Team in Tallahassee in January 2008 which resulted in their recommendation to approve. </p><p>The Campus Development Agreement with the City of Lakeland was completed and approved by both the City of Lakeland and the USF Board of Trustees in December 2007.</p><p>The following documents are included below and were included in the special USF Polytechnic Educational Plant Survey:</p><p> CIP-3 SHORT-TERM PROJECT EXPLANATION CIP-3B Project Explanation BOG Strategic Plan Linkage Table 14.1 USF Polytechnic Ten-Year Capital Improvement Plan</p><p>USF Polytechnic – Phase IA July 2010 SECTION VI 29 FACILITIES PROGRAM – PHASE IA USF Polytechnic</p><p>======CIP-3 SHORT-TERM PROJECT EXPLANATION Page 1 of 4_</p><p>AGENCY: University of South Florida LAS/PBS BUDGET ENTITY CODE _____ BUDGET ENTITY: State University System APPROPRIATION CATEGORY CODE _____ PROJECT TITLE: USF-Lakeland New Campus (Phase I) AGENCY PRIORITY __7__ PROJECT CATEGORY _SPEF AFP CODE ______TO BE CONSTRUCTED BY:CONTRACT_X_FORCE ACCOUNT__ STATE COMP PLAN CODE ______</p><p>PURPOSE, NEED, SCOPE, RELATIONSHIP OF PROJECT TO AGENCY OBJECTIVES</p><p>The Lakeland Campus of the University of South Florida brings to Polk, Highlands, and Hardee Counties, to the Central Florida Region, and to the Florida High Tech Corridor (FHTC) the presence of a major research institution developed in a polytechnic model, conducive to partnering with and serving the needs of an emerging high-tech region. An important manifestation of this presence is the delivery of high-quality undergraduate and graduate programs to the citizens of a dynamically growing part of Florida, and the research potential associated with a major university able to partner with existing organizations in research and development as well as with budding organizations to provide incubator capacity and support.</p><p>The economic growth of the region served by USF Lakeland is dependent in large measure on the availability of well-educated citizens in numerous areas critical to the community including: 1) community health, including life sciences and health sciences; 2) education; 3) business leadership, entrepreneurship, and economic development; 4) manufacturing technology and engineering; and , 5) information technology. USF Lakeland will be positioned well to serve those needs in the future. </p><p>As USF Lakeland’s service area continues to grow, so has its enrollment and the need for additional facilities to accommodate the attendant growth in higher education degree programs. As an example, existing facilities were outgrown years ago requiring the emergency use of Modular Buildings to keep modest pace with classroom/office growth demands. New joint-use space developed in conjunction with Polk Community College (PCC) was inadequate in quantity at occupancy in November 2006. Additionally, the polytechnic focus requires facilities that support applied research, applied technology, innovative and interdisciplinary programs. To ensure its ability to grow with the community, the additional campus for USF Lakeland offers capabilities for new and enhanced academic programs, and future expansion. The new USF Lakeland Campus will also demonstrate USF’s institutional vision to realize quality of life integration with Central Florida communities and areas. </p><p>After completing a year-long comprehensive examination of five offers to donate land for its new campus, the offer of 530 acres from the Williams Acquisition Holding Company was selected. Negotiations for donation of this site have been completed with the signing of an Agreement between USF and the Williams Company describing the terms of the proposed donation. </p><p>The University of South Florida now seeks the funding necessary to develop its new primary, comprehensive campus for USF Lakeland. This represents a tremendous enhancement of the University’s plan to provide increasing opportunities for complete undergraduate and graduate degree and certificate programs in the arts and sciences, business administration, education, manufacturing engineering and technology, information technology, and community health for the residents of Central Florida. While this new campus represents a significant opportunity for increased access to educational attainment through both traditional and unique programs at USF, the occasion also exists for increased articulation with community colleges.</p><p>The USF Lakeland Campus Master Plan has been completed and was approved by the USF Board of Trustees March 7, 2007. An Educational Plant Survey was requested, and a comprehensive presentation was made to the Survey Team in April 2005; however, no recommendation was received from the Survey Team at that time because the Campus Master Plan was still in progress. Academic and Support Spaces required in Phase I development will include classrooms, teaching labs, research labs, Library/study areas, faculty/staff offices, and computing/telecommunications/instructional media. </p><p>Initial Non-Building Spaces would include site work, utility connections and ancillary work, parking, entrance and circulation roadways, utility corridors, storm water retention, green spaces, and intramural athletic fields.</p><p>In assisting USF Lakeland to create a Campus Master Plan to meet the needs of the university and the central Florida region, the master planning consultants have refined the fundamental design elements for the campus’ initial phases, and information has been made available concerning the likely associated costs. The earliest and most important of these costs is for infrastructure (above and below ground) required before the first building can be constructed. These are the non-building spaces identified in preceding paragraphs. </p><p>The enhanced definition of the needs and scope of the project has necessitated adjustment of the CIP request. These adjustments of the earlier estimates have caused the required appropriation to increase. Funding distribution for Phase 1A has been compressed from most recent CIP requests for the new Campus. Funds are being requested in order to allow construction of the first building to be completed in time for occupancy of the new Campus within the time frame Fall Semester 2010 to Fall Semester 2011. This occupancy date brings the opening of the Campus within the expectations of anticipated start dates discussed in the community, among the Campus’ Legislative Delegation, and by the donor of the land for the new Campus. Description of the service or program to which the project is related (include whether this project is in response to a new or expanded service/program):</p><p>The University of South Florida now seeks the funding necessary to develop its new primary, comprehensive campus for USF Lakeland. This represents a tremendous enhancement of the University’s plan to provide increasing opportunities for complete undergraduate and graduate degree and certificate programs in the arts and sciences, business administration, education, manufacturing engineering and technology, information technology, and community health for the residents of Central Florida.</p><p>B. Description of the service or program outcome that is anticipated when this project is completed. Include the number of headcount students being served by the facility or benefiting from the project the first year it is on-line (include year):</p><p>When the Phase IA project is completed and occupied in 2010/11, approximately 4,100 headcount students are projected to be enrolled in degree programs at both the undergraduate and graduate levels. Opportunities will also be available for faculty research, in cooperation with the USF Research Campus in Tampa, for the benefit of citizens in the Central Florida Region and in partnership with emerging organizations.</p><p>C. Other information to justify request:</p><p>The University of Florida’s Bureau of Economic and Business Research (BEBR) shows Polk County to be the ninth largest in population, and one of the fastest growing counties in the State. This population growth is expected to continue through the next two decades, resulting in a tremendous need for additional higher education facilities in this area of Florida. </p><p>Further, a recent study (the Grant Thrall Report) commissioned by the State University System of Florida’s Board of Governors also identifies the geographic area in which the new USF Lakeland Campus will be built as one requiring the earliest attention to the rapidly growing higher education needs of the population.
