The nature of the Net Zero Interconnection is that no additional interconnection service has been granted, rather Prairie Rose and Anson will share the 392 MW of Interconnection Service granted to Anson. Prairie Rose is a 200 MW wind farm interconnected at the Split Rock 115 kV substation. The combined output of the Prairie Rose wind farm and Anson generating station shall never exceed 392 MW, which is the approved output of the Anson generating station. Prairie Rose is a Dispatchable Intermittent Resource (DIR), and will be operated subject to MISO dispatch. As part of the Energy Displacement Agreement between Prairie Rose and Anson, Xcel Energy Marketing is responsible for ensuring the combined offers of Anson and Prairie Rose do not exceed 392 MW in MISOs Real Time Energy and Operating Reserves Market. This will prevent the market from dispatching the facilities above the 392 MW limit.

2.0 Interconnection Limit Prairie Rose operates as a DIR, controlling to the set point set from MISO which will dispatch generation to maintain a secure system. In addition, the combined output of the Prairie Rose wind farm and Anson generating station will be limited to 392 MW maximum. Xcel Marketing is responsible for ensuring the combined offer of Anson and Prairie Rose does not exceed 392 MW.

3.0 Congestion Mitigation Prairie Rose operates as a DIR, controlling to the set point set from MISO which will dispatch generation to maintain a secure system. Xcel Energy Marketing is responsible for ensuring the combined offer of Anson and Prairie Rose does not exceed 392 MW. NSP Transmission will monitor the combined output of Prairie Rose and Anson. If the output is approaching 392 MW, NSP Transmission will contact Xcel Energy Marketing and ensure the 392 MW limit is respected. If the Xcel Energy Merchant is not able to control generation, NSP Transmission will open the breakers feeding Prairie Rose.

Page 1 of 2 2015 – S – XXX – N – MISO STANDING OPERATING GUIDE REV 3 MIDWEST ISO – FORWARD OPERATIONS

3.1.1 Interconnection Limit Monitored Element Rating Set Applicable Limit

Prairie Rose and Anson Winter/Summer 392 MW

4.0 References MISO Operating Guide Procedure, TP-OP-008 MISO Congestion Management Procedure, RA-OP-001

Revision History Revision Level Description Revised By Issued Date

Rev 3 Annual review Pam Sordet Dec 15, 2015 Rev 2 Annual review Pam Sordet Nov 25, 2014 Rev 1 Annual review Pam Sordet Nov 15, 2013 Original Guide creation N/A Nov 15, 2012
