<p>Liberian Marine Notices Maritime Labour Convention, 2006 (MLC)</p><p>Liberia has issued the following Marine Notices that address in detail the Administration's procedures for compliance with and enforcement of the Maritime Labour Convention, 2006 (MLC). These will soon be posted on the Liberian Registry website under 'Marine Documents'. The MLC is expected to enter into force early in 2013. Vessels will be required to have evidence of compliance with the Convention prior to the actual date of entry into force. The Liberian Administration will keep shipowners informed of that date. </p><p>Liberia is ready and has started to issue Maritime Labour Certificates to ships that are inspected and verified to be in compliance with the Administration requirements and the provisions of its Declaration of Maritime Labour Compliance - Part I. A general version of the Administration's DMLC - Part I may be found in the attached Marine Notice MLC-001. </p><p>To initiate the process, a Liberian shipowner shall prepare a ship specific Declaration of Maritime Labour Compliance - Part II, containing measures that have been adopted to ensure ongoing compliance with the items in the Administration's DMLC - Part I. The Liberian Administration has prepared a questionnaire to assist shipowners in the development of their DMLC - Part II. All DMLC - Part II documents shall be submitted to the Administration for review and acceptance, prior to inspection of the ship. The questionnaire can be found on the home page of the Liberian registry website www.liscr.com under 'New'.</p><p>The Liberian notices can be accessed as follows:</p><p>MLC 001: Implementation, Inspections and Certification under the Maritime Labour Convention (MLC), 2006 MLC 002: Minimum requirements for seafarers to work on a ship under the Maritime Labour Convention (MLC), 2006 MLC 003: Terms and Conditions for employment of seafarers under the Maritime Labour Convention (MLC), 2006 MLC 004: Standards of accommodation, recreational facilities, food, water and catering under the Maritime Labor Convention (MLC), 2006 MLC 005: Health and safety protection, accident prevention, medical care, welfare and social security protection of seafarer's under the Maritime Labour Convention (MLC), 2006 MLC 006: On-board Complaint handling procedures</p><p>The review questionnaire: DMLC-II can be accessed here </p><p>The Liberian Administration is conducting specialised training of its auditors to perform verification inspections and issue Maritime Labour Certificates to its flagged vessels. These auditors are located in all major ports around the world.
