U.S. Department of Health and Human Services Social Services Administration for Children and Families Office of Community Services Block Grant Division of State Assistance 370 L'Enfant Promenade, S.W. Dear Colleague Letter Washington, DC 20447 www.acf.hhs.gov/programs/ocs/programs/ssbg

Re: SSBG FY 2014 2nd Quarter Allocations Update Date: February 14, 2014

Dear Colleague:

The purpose of this message is to provide you with an update on the second quarter allocations of the Social Services Block Grant (SSBG) funds for fiscal year (FY) 2014. Today’s awards represent the second release of funding to-date for FY 2014.

Congress appropriated these funds under the Consolidated Appropriations Act of 2014 (Public Law 113-76 http://beta.congress.gov/bill/113th-Congress/house-bill/3547/text), which provided the final budget for FY 2014 and which the President signed into law on January 17, 2014.

The legislation provides for a total available funding of, $1,700,000,000, which is reduced to $1,577,600,000 after the application of mandatory sequestration of 7.2% as required under the Budget Control Act of 2011. While the Department of Health and Human Services has taken every step to mitigate cuts, the sequester statutes do not offer flexibility for the Social Services Block Grant.

The second quarter allotment for SSBG is being released to all States and Territories with expenditures made available in accordance with the State’s plan under title XX of the Social Security Act. For planning purposes, a chart is attached to show the allocation amounts for the first and second quarters as well as the full-year allocations for each State.

We appreciate your hard work and dedication to the social services and activities supported with these resources. Again, thank you for your continued partnership and cooperation with the Department of Health and Human Services (DHHS) and Administration for Children and Families (ACF) as we work together to continue providing quality service to vulnerable individuals, children and families.

Sincerely,

______Jeannie Chaffin Seth Hassett Director Director, Division of State Assistance Office of Community Services Office of Community Services Administration for Children and Families Administration for Children and Families Department of Health and Human Services Department of Health and Human Services
