Encourage Undeveloped Land and Viable Agriculture As Complementary Goals

<p> Strategies - Goals Exercise The purposes of this exercise are to: 1) relate the strategies with the goals; and 2) expand the strategies brainstorming process. To complete the exercise, draw lines connecting goals with strategies that could help to achieve them (I found it useful to use a single color for each goal). Please think of additional strategies as you do the exercise, as it is likely that more strategies are needed to achieve the goals. This exercise will be used at the September 11th, 2006 Stakeholder meeting. Goals Strategies</p><p>Encourage undeveloped land and viable Tax relief agriculture as complementary goals. Have policies which boost jobs, retail, tax base, and local economics. Land purchase In order to maintain quality of life, encourage parks, healthy streams, LID-style developments, and municipal services. Design Manual Encourage good roads, municipal services, and retail as complementary goals. Performance-based goals Encourage LID-style developments as a way to maintain or improve water quality. Zoning Conserve recharge areas & karst, parks, undeveloped areas, and clean water through special protections for certain areas. Financing of stormwater program Enhance healthy streams via parks. Maintain the economic viability of the TDRs, conservation easements community while protecting clean streams. Ensure that structures are not built in places that will flood. Monitoring Ensure that changes in land use do not: increase downstream flooding, decrease water quality, Developing Funding Mechanisms and increase channel instability. Ensure that BMPs do not unreasonably affect housing affordability. Education Regulations should be proportional to water- quality impact of land use Economic Incentives The impacts of upstream urbanization should be mitigated to prevent increased costs to agriculture and other downstream property owners. Maintain clean water without unreasonably restricting property rights. Ensure that certain areas receive special protections while maintaining the economics of urbanization.</p>
