
<p>GREATER GEELONG: BUILDING OUR COMMUNITY THROUGH ENTERPRISE, OPPORTUNITY AND INNOVATION IN A QUALITY ENVIRONMENT</p><p>POSITION TITLE: Active Transport Officer POSITION NUMBER: 2610 DIVISION: City Services DEPARTMENT: Engineering Services CLASSIFICATION: Band 7 REPORTS TO: Coordinator Asset & Traffic Management DIRECTLY MANAGES: Nil INTERNAL LIAISONS: Councillors, Executive Leadership Team, City staff including Sport and Recreation, Sustainability and Healthy Together Geelong EXTERNAL LIAISONS: Ratepayers, State/Federal Government Agencies including TAC, VicRoads and Police, Public Transport Providers, Private Enterprise, Schools, Community Groups and professional interest groups DATE: November 2015</p><p>POSITION OBJECTIVES:</p><p>The Active Transport Officer will support the provision of transport options that encourage people to live more active lifestyles, through the following objectives:</p><p> Lead the organisation to ensure an efficient and coordinated approach to active transport. Consider the integrated needs of pedestrians, cyclists and public transport users. Implement the delivery of programs and initiatives from Council strategies related to active transport. Prepare grant applications to support implementation of programs and initiatives related to active transport. Provide input into key strategic planning processes. Encourage land use activity and development density which promotes active transport. Raise awareness of the health, social, economic and environmental benefits of active transport.</p><p>1 POSITION RESPONSIBILITIES:</p><p>Key Responsibilities:</p><p>Policy Development 1. Prepare reports/submissions for senior management and Council regarding political and strategic issues to meet existing and future community needs. 2. Monitor, respond to and anticipate the changing needs of the community in the provision of active transport options.</p><p>Planning and Implementation 3. Facilitate a coordinated effort to help achieve the recommended outcomes of relevant municipal plans. 4. Contribute to a coordinated approach in the delivery of active transport options in existing and growth residential areas. 5. Identify and pursue funding opportunities for research and capital works developments in line with policy and priorities. 6. Develop and maintain a sound knowledge of the barriers to active transport within the Municipality to ensure the coordinated development of active transport provision. 7. Provide specialist advice to Council and the community on the planning and development of active transport. 8. Facilitate the implementation of programs and partnerships that increase the participation in active transport</p><p>Promotion and Information Provision 9. Respond as appropriate to community requests for assistance and information with respect to active transport 10. Represent Council on appropriate policy, planning and coordination bodies.</p><p>Finance 11. Assist in the preparation of Council’s annual budget. 12. Provide professional input in order to maximize the use and financial viability of Council’s active transport facilities.</p><p>Reporting 13. Maximize the opportunities to implement active transport projects for the City of Greater Geelong through State and Federal Government funding. 14. Draw up project briefs for outsourced projects and ensure quality standards of service delivery. 15. Participate in a team approach to problem solving and in developing improvements in practices, and actively contribute to the development of a positive team culture 16. Participate in training programs designed to increase efficiency and effectiveness. 17. Adhere to all Council’s policies and procedures relevant to this position. 18. Long / short distance travel between sites. Dealing with difficult clients and situations. Demanding deadlines.</p><p>KEY SELECTION CRITERIA:</p><p>1. Tertiary qualification in a relevant field and substantial experience in leading active transport programs and initiatives. 2. Experience in project management with the ability to plan, prioritise and organise work and deliver integrated outcomes. 3. Highly motivated with knowledge and experience in developing and implementing behaviour change and awareness programs for active transport issues. 4. Commitment to active transport with an understanding of environmental, economic, health and social issues in relation to transport choices. 5. Well developed written skills and the ability to prepare reports of a complex nature and present information in a concise and accurate manner 6. Skilled in the communication of complex ideas, community consultation, facilitation of and negotiation with stakeholders to produce quality outcomes. 7. Ability to influence behaviour change in an engaging way 8. Demonstrated experience in liaising with a wide range of internal and external contacts. </p><p>ACCOUNTABILITY AND EXTENT OF AUTHORITY:</p><p> Responsible for the provision of specialist advice on active transport issues internally within the organisation and to external clients. Coordinate opportunities for community to be involved in the planning of active transport, programs and opportunities. Represent the City of Greater Geelong on committees and at public meetings as required. Responsible for liaising and fostering partnerships with key community and interest groups. Accountable for maintaining a high level of professional ethics at all times.</p><p>JUDGEMENT AND DECISION MAKING:</p><p> Capacity to exercise high level professional skills, judgments, and sound decision making.</p><p>3 Ability to effectively transfer and apply professional knowledge and experience in addressing key requirements and responsibilities. The position requires an independent worker who is able to work unsupervised, take control and show initiative in new and unexpected situations. The position is required to identify and analyses a range of policy options and develop recommendations to address emerging issues.</p><p>SPECIALIST SKILLS AND KNOWLEDGE:</p><p> Significant level of knowledge and experience working in Local Government Demonstrated skills in developing active transport strategies, programs and initiatives. Demonstrated ability to lead and advocate for change across an organisation Demonstrated ability to lead program developments and implementation in partnerships with a diverse range of stakeholders and target groups within the Geelong area. Ability to develop and maintain project briefs and budgets. Ability to support and work with community groups and agencies.</p><p>MANAGEMENT SKILLS:</p><p> Ability to manage time and set work priorities, work on a number of different projects simultaneously and respond to immediate needs. Ability to work independently and unsupervised. Well developed conceptual, analytical and problem solving skills Identify areas where additional training is required and advise the co-ordinator.</p><p>INTERPERSONAL SKILLS:</p><p> Ability to demonstrate Integrity, Responsibility, Innovation and Respect in all aspects of the position. Be a strong advocate and supporter of the City’s Vision, Mission, Values, Behaviors and Service Commitments. High level communication skills including oral and written skills with the capacity to prepare policy documents, reports, correspondence, community presentations etc. Capacity to develop networks and partnerships with stakeholders Possession of well developed organisational skills. Ability to resolve issues and negotiate positive outcomes Ability to gain co-operation and support of others to achieve goals. Ability to communicate effectively with residents, Council staff, Councillors, the media and community agencies.</p><p>QUALIFICATIONS AND EXPERIENCE:</p><p> Tertiary qualification in a relevant field and substantial experience in active transport programs and initiatives. Demonstrated experience in policy development and implementation, planning and research with respect to transport issues.
