Puckett, Central Office Administrator Division of Program Services</p><p>DATE: October 24, 2007</p><p>RE: Scotopic Sensitivity (Irlen) Syndrome (SSS)</p><p>The Kentucky Office of Vocational Rehabilitation does not consider Irlen Syndrome (SSS) to be a legitimate medical diagnosis or sufficient in and of itself to be used as a basis to determine eligibility. </p><p>Although OVR does not accept the medical diagnosis of SSS, a referral to an Irlen practitioner may be done on a case-by-case By Report basis, as there does not appear to be any harm in providing the color overlays once the existence of any medical pathology has been ruled out or addressed. </p><p>Before a referral is made to an Irlen practitioner, the consumer must have been diagnosed with a specific learning disability, reading disability, brain injury, ADHD, or a disability on the autism spectrum and the consumer is not succeeding or is having difficulty in activities that impact her/his ability to prepare for, secure, retain, or regain employment.</p><p>If the above conditions are met, the following procedures should be conducted before the referral.</p><p>A standard vision assessment from an optometrist or ophthalmologist to rule out a vision disorder.</p><p>An evaluation from a physician to rule out any other physical problem that could contribute to eye focusing or vision function problems.</p><p>A psychological assessment to identify the impediments to reading caused by the consumer’s impairment, severity of the difficulty, and the impact on the consumer’s ability to secure, attain or maintain employment. SERVICE FEE MEMO (Irlen Services) Page Two October 24, 2007</p><p>An Irlen practitioner’s services will be limited to assessment and the provision of colored transparent overlays. Due to the fact that over time or in different lighting environments the lens color may need to be different, colored lenses should only be provided when prescribed and considered medically necessary by an Optometrist or Ophthalmologist for conditions such as light sensitivity. </p><p>This SFM does not change the Office of Vocational Rehabilitation policy of not paying for Vision Therapy/Vision Training.</p><p>Expenditures will be taken from the counselor’s caseload budget using Expenditure Code 90U, Miscellaneous Services and Supplies.</p>
