Of Water Resources Public Brian Blackburn Katie Wirick Jeff Deats Jerry Esposito Glenn Davis</p><p>CALL TO ORDER Determination of Quorum  A quorum is present</p><p>Approval of Agenda  Agenda approved by the Board</p><p>Minutes of Previous Meeting  Meeting Minutes from October 7, 2009 approved by the Board.</p><p>OLD BUSINESS  No items on agenda</p><p>NEW BUSINESS Operator License Renewals/Certifications/Expirations (October)  Reviewed, no comments or issues received  Scanned signatures will be placed on letters and ID cards, live signatures will appear on certificates</p><p>Time Frame for Accepting CETs for Renewals  As long as the licensee follows the guideline they are OK.</p><p>Education vs. Experience  Scenario #1 – An application for license is received and the applicant has completed a two-year college degree and has successfully passed the Level II Exam. They have applied for a Level II (OIT) and have no experience in Wastewater Operations.  Scenario #2 – The applicant has no experience in wastewater and applies for a license. He has a Masters Degree (6 years), successfully passes the Level IV Exam, and applies for a Level IV license.  Reviewing the Regulations, Section 6 – Operator Qualification and Classifications  Scenario #1 above happens frequently, while Scenario #2 does not.  Going forward when an Application for Certification is received that fits within either scenario above, it will be brought before the Board for discussion.</p><p>OPEN FORUM  Jeff Deats ~ Discussed an individual that has passed the Level II exam and is not currently licensed. He has the opportunity to operate a septic system. The issue is he does not currently possess the years of experience to get his Level I. There is a provision in the Regulations to give special consideration for people applying for a license. Applied in the past to an Owner of a Trailer Park.  Glenn – special permission to get a DRC with a level I OIT.  Jeff – Epworth Christian School & Church – can no longer afford to pay Tidewater to operate their system. Tidewater is exploring options to help them out. Found an individual who is not currently licensed and therefore would not have an issue with a multi-plant operation.  Glenn must have promise of employment.  The Board has the discretion to allow an I OIT to be DRC.  Jeff – would need a back up operator and they have another employee in the same situation as the gentleman already discussed.  Going to have to send a letter into the board requesting DRC as an I OIT, explaining his operational experience, site visit history, resource to licensed operators if questions arise.  Brian – Recommend attend on-site classes for future knowledge and towards CETs.</p><p>EXECUTIVE SESSION</p><p>Meeting Adjourned</p>
