Abbott [email protected] </p><p>April 26, 2005</p><p>Ernest Abbott is founder and principal of FEMA Law Associates, PLLC, a firm providing legal services to the emergency management community, with particular emphasis on the laws and regulations governing preparedness, response, recovery, and mitigation programs of the Department of Homeland Security. Mr. Abbott served as General Counsel of the Federal Emergency Management Agency during the Clinton Administration, and has also held senior legal and policy positions in both the private sector (with Tenneco Energy in Houston) and public sector (with the U.S. EPA and I.C.C.). He is a graduate of Swarthmore College (B.A.), Harvard Law School (J.D.) and Harvard's Kennedy School of Government (M.P.P.). Mr. Abbott is on the governing Council of the American Bar Association’s Section of State and Local Government Law, and chairs its Committee on Homeland Security and Emergency Management.</p>
