Early disclosure to the Working Group of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair <[email protected]> as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE 802.11 Working Group. If you have questions, contact the IEEE Patent Committee Administrator at <[email protected]>.

Submission page 1 Peter Ecclesine, Cisco Systems February 2006 doc.: IEEE 802.11-06/0257r0

Access information for the teleconference: Time: 13:00 (Eastern Standard time) Duration: 1 hour Phone # 1-866-902-7861 (toll-free outside 408 area code) International: +1-408-902-7861 Meeting ID: 87654321

February 8, 2006 13:00 ET

Discussion leader: Peter Ecclesine: [email protected] +1 408-527-0815 Notes Scribe: Peter Ecclesine volunteered to record this meeting Opening of the meeting:

The chair, Peter Ecclesine, formally called the meeting to order at 13:05 (Eastern Standard Time).

People joining during the teleconference are included in the attendance list below. 1) Roll call The following names were recorded as present for at least part of the call: Peter Ecclesine Changwen Liu Steve Shellhammer

2) Approval of agenda

Preliminary 8 February Agenda: 1) Roll call 2) Approval of agenda 3) "Are you aware of, and understand the IEEE patent policy", if not "Refer the correct section or IEEE Patcom URL" http://standards.ieee.org/board/pat/pat-slideset.ppt 4) Summary of progress during the January Interim and Approval of the Waikoloa minutes (06/225r0) 5) Discussion of CBP Purpose, Principles, Vision (06/247r0) and candidate Requirements and Objectives (05/1039r3) 6) Any other discussion – next meeting 7) Adjourn at or before 14:00

The proposed agenda was read by Peter Ecclesine and it was approved without objection.

3) Read out of the IEEE Patent policy The required statements about the IEEE patent policy were read by the chair Peter Ecclesine. There were no questions or statements from those present.

4) Summary of the January Interim and Approval of minutes, 802.11-06/0225r0 Peter summarized the January discussions. Minutes were approved without objection.

Submission page 2 Peter Ecclesine, Cisco Systems February 2006 doc.: IEEE 802.11-06/0257r0

Peter gave an update on the CBP Calls for Purpose, Principles, Vision and Call for Motivating Examples that were given on the Dot 11 email reflector. Peter gave an update on the FCC situation, noting the Spectrum Bureau reorganization is not visible, but a fifth Commissioner has been nominated.

5) Discussion of candidate Purpose, Principles and Vision 06/0247r0 Peter – Discussed candidate purpose and the principles to guide the TG. Thoughts on Purpose

The Task Group should create an amendment whose implementation in solutions is likely to receive FCC approval for operation in 3650-3700 MHz under the 47 CFR 90 subpart z rules.

Accepted.

Thoughts on Principles If the FCC changes the rules, the Task Group should change the amendment accordingly.

Accepted.

The amendment should exclude some functionality that is being standardized in other Task Groups that are likely to complete before 802.11y. Examples include 802.11k/w. The amendment should exclude some optional MAC and PHY behavior, e.g. Point Coordination Function, FH, DSSS, ERP that have not been used with DFS and TPC.

The second and third principle could be expressed more clearly to relate work in other Task Groups to the work that TGy would undertake: If the necessary work is being done elsewhere, there is no need to duplicate it in TGy. If there is no need for backward compatibility in the 3650-3700 MHz band, then 2.45 GHz PHY and MAC modes can be excluded.

Peter to revise 06/247 and renew call for Purpose, Principles and Vision on Dot 11 email reflector before next teleconference

6) Next meeting Teleconference on Wed. 22 February to continue on this agenda. Same callin information.

7) Adjourn The chair adjourned the meeting at 13:43 Eastern Standard Time.

Submission page 3 Peter Ecclesine, Cisco Systems February 2006 doc.: IEEE 802.11-06/0257r0

References: (A1) To access IEEE 802.11 SG documents on the web: http://www.802wirelessworld.com/index.jsp

Register or Login - Register to have a login email address and password, or perform Login

Click on 802.11 WLAN WG http://www.802wirelessworld.com/group

Click on Documents under 802.11 WLAN WG tab on left http://www.802wirelessworld.com/docs

On Document Listing tab, choose DCN (Document Content Number) or Title as appropriate scroll to document

Click to download

Or at bottom of Document Listing tab, scroll down and use FTP Access tab (A2) CPB-SG document list:

The following documents have been filed by the study group:

11-05-0223-00-0wng-3650-3700-mhz-fcc-action.ppt

11-05-0328-00-0000-coordination-contention-interference-resolution.doc

11-05-0328-01-0000-coordination-contention-interference-resolution.doc

11-05-0331-00-0000-cbp-sg-telecon-minutes-6-april.doc

11-05-0336-00-0000-cbp-sg-telecon-minutes-13-april.doc

11-05-0340-00-0000-cbp-sg-contention-based-protocol-and-802-16-qos.ppt

11-05-0344-01-0000-cbp-sg-telecon-minutes-20-april.doc

11-05-0349-01-0000-cbp-sg-telecon-minutes-27-april.doc

11-05-0351-05-0000-CBP-SG-Five-Criteria-Draft.doc

11-05-0480-00-0000-CBP-SG-Cairns-closing-report.ppt

11-05-0484-00-0000-CBP-SG-Cairns-May-minutes.doc

11-05-0556-00-0000-cbp-sg-telecon-minutes-4-may.doc

11-05-0527-00-0000-cbp-sg-telecon-minutes-25-may.doc

11-05-0533-01-0000-cbp-sg-par-and-five-criteria-draft.doc

11-05-0565-04-0000-cbp-sg-draft-par.doc

11-05-0604-00-0000-cbp-sg-telecon-minutes-15-june.doc

Submission page 4 Peter Ecclesine, Cisco Systems February 2006 doc.: IEEE 802.11-06/0257r0

11-05-0616-00-0000-cbp-sg-telecon-minutes-22-june.doc

11-05-0671-00-0000 cbp-sg-telecon-minutes-13-july.doc

11-05-0751-02-0000-cbp-sg-sf-closing-report.ppt

11-05-0795-01-0000-cbp-sg-sf-july-minutes.doc

11-05-0847-01-0000-cbp-sg-telecon-minutes-24-august.doc

11-05-0919-01-0000-cbp-sg-gg-closing-report.ppt

11-05-0936-00-0000-cbp-sg-gg-september-minutes.doc

11-05-1039-02-0000-cbp-sg-candidate-requirements-and-objectives.doc

11-05-1041-00-0000-cbp-sg-telecon-minutes-19-october.doc

11-05-1056-00-0000-cbp-sg-telecon-minutes-2-november.doc

11-05-1202-02-0000-cbp-sg-van-closing-report.ppt

11-06-0006-00-0000-cbp-sg-telecon-minutes-4-january.doc

11-06-0056-00-0000-cbp-and-david-allens-methods.ppt

11-06-0066-01-0000-cbp-sg-waikoloa-closing-report.ppt 11-06-0172-00-0000-CBP Range in 802.11y and Ramifications OFDM Symbol Format.ppt 11-06-0225-00-0000-CBP-SG-Waikoloa-January-Minutes.doc 11-06-0247-00-0000-CBP-Purpose-Principles-Vision.doc

For reference, the following is an alphabetical list of people who have expressed interest in the CBP-SG: Malik Audeh Dennis Baker Farooq Bari Scott Blue Edwin Brownrigg Carlos Carderio Clint Chaplin Narasimha Chari Remi Chayer Gerard Chouinard Charles Cook Roger Durand Peter Ecclesine Mariana Goldhamer Nada Golmie Ahren Hartman Amer Hassan James P.
