<p> Global Hawk Program Acquisition Decision Information Paper</p><p> A Global Hawk Defense Acquisition Board (DAB) review was held by the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(A&L)) on Wednesday, December 18, 2002.</p><p> The USD(AT&L) made the following decisions and/or requests: o Approved Spirals 3 and 4 Engineering and Manufacturing Development and the restructured program based on time-phased incremental fielding of capabilities. o Increased the Low Rate Initial Production quantity to 19 air vehicles. o Endorsed a buy-to-budget strategy that provides incentives for contractor cost reduction initiatives. o Directed the Air Force to submit a revised TEMP before initiating developmental testing and to provide a description of the production cut-in decision process. o Tasks the Air Force to develop a communications support plan for both steady-state and wartime operations.</p>
