We are certainly ahead between us and Overstone, the experiencing a procession of applications A43 will be improved to dual carriageway. for housing developments in Moulton, and This will be a boulevard style road straddling all this in addition to the expected 2000 the new housing with a succession of homes set out in the Joint Planning Unit’s traffic lights at each new junction through plan for this edge of Northampton between the development. It sounds fine until you us and Overstone. What is most worrying remember the present tailbacks of the is the apparent lack of proper concern A43 going back several miles towards over sustainability and infrastructure. Kettering caused by the inability of Round For those not sure what that means: it is all Spinney roundabout to cope already. The about whether the present roads, schools, likelihood of Moulton continuing to be medical provisions, library, leisure facilities, used as a “rat run” for traffic is a very shops, etc, can cope; and whether probable outcome, and with increased improvements will be provided if it is traffic flows. It is proving impossible to clear these will be necessary to ensure convince the Highways Department of we can cope. the County Council that it should recognise our particular traffic problems, It seems common sense to ordinary people and help our opposition to further that Moulton can’t manage any additional development by submitting appropriate traffic; also that our schools are full, our reports to planning applications. However, doctors surgery is oversubscribed, our developments provide a stream of income library needs enlarging, and our village to support their highways budgets but they will struggle to assimilate the newcomers fail to do so. With the issue of the 2000 from the additional housing. We are not houses set out in the JPU’s plan, the alone. The area called Buckton Fields next Highways Department appear to be in favour to Boughton has a very large development of this scheme with little concern for proposed. At the recent hearings held to traffic implications likely to arise. Could “inspect” the JPU’s proposals, we made the their view be influenced because the Parish Council’s view quite clear, that until developers are giving the County Council a proper bypass is provided round the lots of money towards the dual carriageway northern/western edges of Northampton construction on the A43? We do seem no further housing should go ahead to be in an age where the means justify because of the traffic problems that will be the ends. added on to the existing problems of congestion. Overstone and Boughton have Whilst I am on the subject of money, you made similar statements. may have heard politicians talk about 4 | MOULTON SCENE • Autumn 2013 Contact Parish Clerk Pound Lane, Moulton Northampton NN3 7SD Tel: 01604 492318 Mon-Fri 9-5 p.m. VillageHall The village of Moulton, located to the rural north of the town of Northampton has a thriving community of about 3600 people. Autumn 2013 • MOULTON SCENE | 5 something called the “new home bonus” aspirations for Moulton in future years and CIL’s – that is Community Infrastructure but getting financial support from the Levy – both paid as a sort of tax on each new funds supposed to be available for it are house built. The Parish Council thought this looking bleak. would be used in the areas of new housing and give us financial support for the village I think the time has arrived for villagers to provide extra facilities in our community to write to their MP, to their County to enable adequate services needed for the Councillor, and District Councillors to voice increased population of newcomers. Oh their concerns about what is going on. how naïve we were – we have discovered If we don’t all start to protest a little bit that this money will be going directly into more we will only have ourselves to the coffers of Daventry District Council blame when our quality of life begins and the County Council – and as far as we to be eroded.
