<p>MUNICIPALITY OF MISSISSIPPI MILLS JOB DESCRIPTION</p><p>JOB TITLE: Junior Planner /Planning Coordinator REVISED: March 10, 2017</p><p>DEPARTMENT: Building and Planning PAGE: 1 of 3</p><p>DIVISION Administration</p><p>DIRECTLY RESPONSIBLE TO: Municipal Planner</p><p>INDIRECTLY RESPONSIBLE TO: Chief Administrative Officer</p><p>MAIN PURPOSE: </p><p>To assist with the administration of the land use and community improvement planning programs under the Planning Act.</p><p>KEY RESPONSIBILITIES: </p><p>PLANNING ADMINISTRATION Under the direction of the Municipal Planner:</p><p>1. Processes applications for zoning by-law amendments, official plan amendments and minor variances</p><p>2. Prepares appropriate circulation lists or newspaper advertisements for planning applications and ensures that proper notices are forwarded within the specified time frames under the Planning Act</p><p>3. Assists the Municipal Planner in the preparation of studies and reports on planning related issues for the Committee of the Whole’s consideration</p><p>4. Assists the Municipal Planner in the preparation of planning information related to land use planning matters and pertinent legislation to Committee, Council, staff and the general public</p><p>5. Completes site inspections, when necessary, of any property that is the subject of planning applications</p><p>6. Resource person for all severance inquiries and applications which involves: evaluating the proposal and suggesting possible actions preparing reports on the applications forwarding applications to the Committee of the Whole for information forwarding suggested response from the Municipality to the County of Lanark Land Division Committee Preparing an annual report for Committee of the Whole on consents within the municipality Job Description Junior Planner Page 2 of 3</p><p>7. Assists the Municipal Planner with liaison between developers, their agents and ministry officials and Council</p><p>8. Assists the Municipal Planner in the preparation of site plan control agreements and coordinates the review of site plans with internal departments and outside agencies</p><p>9. Assists the Municipal Planner with the administration of subdivision agreements which involves: Assisting with the pre-consultation process at municipal level coordinating responses from Municipal staff and consultants and forwarding a recommendation to the Planner outlining probable conditions of approval coordination of public meetings as required under the Planning Act preparing Notice of Public Meetings preparation of the municipal response and all necessary documentation to the Ministry of Municipal Affairs and Housing (MMAH) for sign off by the Municipal Planner When draft conditions are received: Assists with the preparation of the draft subdivision agreement incorporating the requirements of the draft conditions for review by Municipal Planner revises the draft agreement as required to reflect issues as agreed by the developer and the Committee of the Whole for review by the Municipal Planner when all conditions of draft approval have been met, all agencies have responded indicating agreement is in order, and Council has approved the final subdivision agreement, drafts letters to County of Lanark Land Division outlining how all of the conditions are met for sign off by the Municipal Planner forwards the subdivision agreement to the Municipality’s solicitor for registration immediately after the Plan of Subdivision is registered</p><p>10. Assists the Municipal Planner in administering land use planning procedures and policies</p><p>11. A staff resource to the Committee of the Whole which involves the preparation of staff reports and attends Council meetings as required </p><p>12. Assists the Municipal Planner in serving as technical advisor on various ad-hoc committees</p><p>13. Assists the Municipal Planner in researching and preparing staff reports, applications and plans for local community improvement programs under the Planning Act</p><p>14. Assists the Municipal Planner with administering and enforcing the Municipality’s Official Plan, Zoning By-law, site plan control by-law and subdivision agreements, which may include the processing of complaints, violations, court appearances</p><p>15. Assists the Municipal Planner in the development review of the new Official Plan and Zoning By-law for the municipality Job Description Planner Page 3 of 3</p><p>GENERAL</p><p>16. Performs such other duties as directed.</p><p>The foregoing description reflects the general duties necessary to describe the principal functions of the job identified and shall not be construed to be all of the work requirements that may be inherent in this classification.</p><p>EDUCATION/EXPERIENCE/SKILLS TRAINING </p><p> University Degree in a planning related field</p><p> Minimum of one (1) year prior planning experience in a position of similar responsibility.</p><p> Membership in the Canadian Institute of Planners / Ontario Professional Planners Institute or be willing to obtain</p><p> Must have a sound working knowledge of computers. Experience with GIS would be an asset</p><p> Excellent verbal and written communications </p><p> Analytical skills, initiative and ability to work under pressure.</p><p>WORKING RELATIONSHIPS: </p><p>Internal: CAO, Department Heads, CBO, Building and Planning support staff and members of Council</p><p>External: Government ministries and agencies, public, professional consultants, including but not limited to the auditor, planner, lawyer, etc. </p><p>WORKING CONDITIONS: </p><p>Office environment Required to work 40 hours per week After hours meeting attendance required Overtime and travel may be required.</p>
