<p> EMERGENCY COMMUNICATION GUIDE</p><p>The Oak Ridge Institute for Science and Education (ORISE) is a United States (U.S.) Department of Energy (DOE) facility focusing on scientific initiatives to research health risks from occupational hazards, assess environmental cleanup, respond to radiation medical emergencies, support national security and emergency preparedness, and educate the next generation of scientists. ORISE is managed by Oak Ridge Associated Universities (ORAU). This document was produced under contract number DE-AC05-00OR22750 between the U.S. DOE and ORAU.</p><p>Blister Agent Extended Message STRATEGIC NATIONAL STOCKPILE Emergency Communication Guide</p><p>INTRODUCTION</p><p>The Strategic National Stockpile (SNS) has large quantities of medicine and medical supplies to protect the American public if a public health emergency occurs that is severe enough to deplete local supplies. Such an emergency might be due to a terrorist attack, flu outbreak, earthquake, or similar types of incidents. Once federal, state, and local authorities agree that the SNS is needed, medicine will be delivered to the state within 12 hours of a request. The state of Kentucky has a plan to receive and distribute SNS medicine and medical supplies to local communities as quickly as possible.</p><p>This Emergency Communication Guide was created to assist state and local public health and public information officers in their response to a public health emergency. This guide is specifically meant to serve as a resource in case of an event occurring in Kentucky that requires the deployment of the SNS. A public health emergency will require communication among all responding agencies as well as public information for the media and affected Kentucky citizens. Therefore, this Emergency Communication Guide was developed by the Kentucky Cabinet for Health and Family Service’s Department for Public Health. </p><p>The Centers for Disease Control and Prevention’s (CDC) Office of Terrorism Preparedness and Emergency Response (OTPER) provided funding, technical assistance, and resources to assist Kentucky in creating this resource. Materials from the SNS Public Information and Communications (PIC) extranet and toolkit documents and resources were used and tailored to create Kentucky-specific public information materials. Additionally, a best practice analysis was conducted to locate resources that were considered of specific importance to Kentucky planners.</p><p>This guide is a living document. It is anticipated that new press releases, fact sheets, message maps, scripts, and other materials will be located or developed by state or local public health and public information officials.
