Dorriety, Clerk and Treasurer</p><p>January 26, 2009</p><p>US Congressman John Spratt 5th District, South Carolina 201 East Main Street Rock Hill, SC 29730</p><p>Re: Project Follow Up and Infrastructure Needs</p><p>Dear Congressman Spratt:</p><p>We appreciate all that you do for South Carolina, the Town of Lamar and the residents locally and we are extremely excited about the new changes that are impacting our area on the federal level. The Town Council would like to continue investigation into the opportunities that will provide economic and community development growth for the Town and the surrounding rural areas.</p><p>There are several items that were discussed this past September regarding infrastructure improvements for the Town. The focal points that were discussed in the Town Meeting this past September are still of high priority for the growth of Lamar and are impeding our progress and strategic growth plans. </p><p>I have been in contact with Mr. Charlie McDow regarding the information that was presented to your attention in that meeting and we would like to follow up on progress to date. We are extremely interested in pursuing funding in the following areas based on priority status and they are as follows:</p><p>Telecommunications/Cable and local Internet Water & Sewer Improvements Highways & Sidewalks Agribusiness/Renewable Energy (please see attached)</p><p>In anticipation of the future programs that President Obama is working towards on the federal level we have sent infrastructure proposals to the Pee Dee Regional Council of Governments and have been working with BP Barber Engineers (Florence) in preparing for the future. I have attached for your attention the proposals for your records as to the needs that Lamar is currently facing that hinder our progress. We have made steps to revitalize the downtown areas (70% complete), incorporate a local housing program through Santee Lynches Community Development Corporation (underway) and prepare our existing municipal lands for commercial real estate growth with focus on light industrial, distribution and health care. The Town is also working with several organizations to promote renewable energy projects that will locate in Lamar if funds become available. The Town has made the land available and partnered with a large commercial real estate firm to list the property. We have also been in communication with Time Warner Cable and have been unable to secure their services into our local area, which keep us from being competitive in the economic development arena. Our communication has been with Mr. Ben Breazeale and he has informed us that TWC has had difficulty in securing funding internally to assist our local resident needs. We have had interest from several corporations and clients, however without the necessary infrastructure elements in place opportunity will continue to fall short of prospective goals. </p><p>We hope with all the new legislative changes that are now occurring and with new programs under development that the Town can receive some federal assistance through your leadership.
