<p> NOTICE TO BIDDERS (Chapter 103D, HRS)</p><p>SEALED BIDS for MAMALAHOA HIGHWAY IMPROVEMENTS,</p><p>KAMAMALU STREET TO LINDSEY ROAD, COUNTY JOB NO. P-3257,</p><p>FEDERAL-AID PROJECT NO. STP-019-1(24), DISTRICT OF SOUTH</p><p>KOHALA, ISLAND OF HAWAII, will be received by the Administrative Office</p><p>Department of Public Works, Aupuni Center, 101 Pauahi Street, Suite 7 at Hilo,</p><p>Hawaii 96720 until ______, at 2:00 P.M., and then and there publicly opened and read aloud. Bids received after the time fixed for opening will not be considered</p><p>The projects includes ).</p><p>Plans and specifications may be examined at the above office or obtained therefrom upon the deposit of $100 in cash or in the form of a cashier's check, company check or a certified check made payable to the Director of Finance,</p><p>Hilo, Hawaii. Plans and specifications shall be returned in good condition within 30 calendar days after the bid opening date. In the event the plans and specifications are not returned within the 30 calendar day period, the deposit shall be deemed payment for the purchase of the plans and specifications and refund will not be made.</p><p>A pre-bid conference is set for . NB-1 2/14/05 To be eligible to bid, bidders must possess a valid State of Hawaii General</p><p>Engineering Contractor’s “A” license or General Building Contractor’s “B” license or Specialty Contractor’s “C-?” license, prior to the award of the contract. </p><p>Properly executed and notarized “Standard Questionnaire and Financial</p><p>Statement for Bidders” form provided by the Administrative Office, Department of Public Works is required to be filed 48 hours prior to the bid opening date for evaluation, if such form had not been filed with the Department (Subchapter 13,</p><p>Section 3-122-110 HAR).</p><p>The Department of Public Works, in accordance with the provisions of</p><p>Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the</p><p>U.S. Department of Transportation (Title 49, Code of Federal Regulations Part</p><p>21) issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, religion, sex, national origin, age, or disability.</p><p>The U.S. Department of Transportation Regulation entitled</p><p>“Nondiscrimination in Federally-Assisted Programs of the U.S. Department of</p><p>Transportation,” Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the County will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).</p><p>NB-2 2/14/05 The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended shall be complied with on this project.</p><p>The U.S. Department of Transportation Regulations entitled "Participation by Disadvantaged Business Enterprise in Department of Transportation</p><p>Programs", Title 49, Code of Federal Regulations, Part 26 is applicable to this project.
