
<p> MINUTES OF THE REGULAR COUNCIL MEETING TOWN OF LUSK February 3, 2015</p><p>The Town Council of the Town of Lusk met in regular session at 5:00 p.m. in the Council Chambers of the Town Hall on Tuesday February 3, 2015.</p><p>Council Members Present: Mayor Patricia Smith, Council Members Rebecca Blackburn, Ed Tirado, Mark Kupke and Doug Greenough </p><p>Also Present: Linda Frye, Clerk/Treasurer Cassandra Russell, Deputy Clerk Todd Skrukrud, Director of Public Works Dennis Meier, Town Attorney Kathy Johnson, Animal Control John Eddy, Water/Sewer & Fire Dept. MOTION CARRIED.</p><p>COUNCIL MEMBER KUPKE MOVED, COUNCIL MEMBER TIRADO SECOND, to approve the Treasurer’s report that includes the financial condition and manual checks. MOTION CARRIED. The Treasurer’s report will be filed for audit.</p><p>COUNCIL MEMBER BLACKBURN MOVED, COUNCIL MEMBER TIRADO SECOND, to approve the minutes of the regular Council Meeting held January 6, 2015. MOTION CARRIED.</p><p>Larry LaMaack, Executive Director of Wyoming Municipal Power Agency and Mark Lohr, Lusk Representative on WMPA Board of Directors gave information to the Council on the contract and resolution with Western Area Power Administration. This is an extension of a current contract. Mr. Lohr stated that it specifically spells out that if for some reason the agency ceases to exist, the Town would automatically get its power allocation back. Mr. LaMaack stated that every 20 to 25 years the agency goes through a marketing plan and this is a continuation of what they have been doing for a long time. They also gave information on where WMPA receives its power. COUNCIL MEMBER GREENOUGH MOVED, COUNCIL MEMBER BLACKBURN SECOND, to adopt the Resolution between the Town of Lusk and Wyoming Municipal Power Agency. MOTION CARRIED.</p><p>Department Heads gave updates on their respective departments.</p><p>Director of Public Works Todd Skrukrud gave information on the Landfill Closure. Travis Evans of Solid Waste Professionals has done some surveying and minor engineering on the closure plan and he is working closely with the DEQ. Before we move forward the Town needs to retain an engineer for the construction aspect of the landfill. Mr. Evans would submit to the Town documents on the work scope and estimates. The Council gave Todd permission for Travis Evans to send a scope of work and estimates for the landfill closure.</p><p>The Golf Course “Pro Shop” Management Contract and the Animal Control Contract will be discussed in executive session under personnel matters. </p><p>COUNCIL MEMBER BLACKBURN MOVED, COUNCIL MEMBER TIRADO SECOND, to approve the renewal of livestock permit for Dale and Robyn Jefcoat. Mayor Smith, Council Members Blackburn, Kupke, and Greenough voted aye and Council Member Tirado voted nay. MOTION CARRIED. </p><p>COUNCIL MEMBER TIRADO gave information on the WAM Winter Workshop. He talked to the Governor, Legislators, and other Cities and Towns Representatives. The main issue was waste management and landfills. The Honorable Governor Matt Mead’s supplemental budget requests $25 million for local government in order to continue to plan for, maintain, and improve Wyoming’s investment of its critical infrastructure. Council Member Tirado urged the Mayor and Council to contact legislators in support of the funding. Council Member Tirado attended several work sessions. WAM went from 4 regions to 6 regions. The Town will be in the Northeast region with 17 Towns and 4 Cities. </p><p>Students from Lusk Middle School presented a power point on the pool and how they utilized the new pool. Mrs. Lyons requires her class to participate in public speaking. They thanked the Council for the work and effort they put into the building of the new pool. Mrs. Coon Physical Education Instructor also attended the meeting and thanked the Council for allowing the school to utilize the pool. The Council convened into executive session at 5:38 pm.</p><p>The Council reconvened into regular session. </p><p>COUNCIL MEMBER TIRADO MOVED, SECOND BY COUNCIL MEMBER KUPKE, to amend the Contract for Golf Course Pro to be a salary of $13,000.00 for the season plus 40% of any additional revenue that Whittney brings for this season year over last season year. MOTION CARRIED.</p><p>The Council tabled the Animal Control Contract until the Council can do some more research.</p><p>There being no further business to come before the Council, the meeting adjourned at 6:45 p.m.</p><p>The next regular Town Council meeting will be Tuesday March 3, 2015 at 5:00 p.m. </p><p>TOWN OF LUSK, WYOMING</p><p>______Patricia L.
