On Line Comments Application No: 14/11461/FUL Comments: Sustrans has worked closely with Wiltshire Council over many years and the local community to develop the National Cycle Network and other cycle/pedestrian facilities in the county. We object to the application to construct a new entrance to the Tesco car park from New Petersfinger Road. The following paragraphs of the National Planning Policy Framework are relevant: 32. Plans and decisions should take account of: ? the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site.... ? whether safe and suitable access to the site can be achieved for all people. 35. ...developments should be located and designed where practical to: ? give priority to pedestrian and cycle movements... ? create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians... The grounds for objection are as follows: 1. There is no assessment made of the impact on traffic levels on Petersfinger Road to the north. This forms part of National Cycle Route 24 as well as providing local access, on carriageway, for pedestrians and cyclists. The impact of any change needs to be understood and mitigating measures such as new footways considered before the application can be granted. We believe the new access to the store will increase traffic on Petersfinger Road and that this should be grounds for refusal. 2. The design of the entrance does not contain any evidence of the use of flush kerbs or any measures such as raised crossings which would maintain the existing standard of pedestrian and cycle accessibility along the west side of New Petersfinger Road. No consideration is given to the widening or conversion of the existing footway to the store from New Petersfinger Road to shared-use, thereby extending the adjacent highway facility. Since the proposal omits and consideration of the needs of pedestrians or cyclists there is clear grounds for refusal. 3.
