As the name implies, it is designed to handle a wider variety of terrain than most other 34vehicles. </p><p>35Off-highway vehicles: Include tractors, forklifts, cranes, backhoes, bulldozers and Golf carts etc.</p><p>36Off-road vehicle is considered to be any type of vehicle which is capable of driving on and off paved or 37gravel surface. It is generally characterized by having large tires with deep, open treads and a flexible 38suspension, or even caterpillar tracks.</p><p>39On-road vehicles: Machines used for highway transportation. Common vehicle types include passenger 40vehicles, pick-up trucks, vans, Sport Utility Vehicles (SUV), etc up to and including tractor trailers used 41for hauling consumer goods.</p><p>42Utility Terrain Vehicle (UTV): Commonly described as a Side by Side, is a small 2-person four-wheel drive 43off-road vehicle. Examples of this class of vehicle include the Yamaha Rhino and the Polaris Ranger.</p><p>44 4) Background</p><p>45This procedure applies to all SCSC controlled property. This land includes areas designated for hunting 46and an outdoor range. </p><p>6 Page 3 7</p><p>47 5) On Road Vehicle Parking Areas</p><p>48Outdoor Range: There is ample parking at the outdoor range facilities. The main parking area is 49delineated by the circular drive in the middle of the range buildings (Pavilion, shotgun trailer, barn, etc.). 50Parking is allowed in both the tree line and the center infield of the circular drive. </p><p>51Access in the area to the left of the entrance and along the power lines shall be limited to the 52designated road so as not to cause unnecessary damage to the environment. Parking off of the 53designated road for hunting or other recreational uses shall be limited to hard packed surface areas with 54vegetation short enough as not to contact the underside of the vehicle. Drivers should be aware that 55the vehicle’s catalytic converter can develop temperatures high enough to ignite leaves and vegetation. 56When a vehicle is parked either to the left of or along the power lines, the vehicle must have a current 57SCSC parking permit visible.</p><p>58Other Areas: On-road vehicle access to other areas of SCSC leased property shall be limited to gravel 59roads. Parking off of the gravel road for hunting or other recreational uses shall be limited to hard 60packed surface area with vegetation short enough as not to contact the underside of the vehicle. </p><p>61On-road vehicles are prohibited from driving off of the paved area on St. Charles Parkway or State Route 62488. Driving off the pavement in these areas will cause damage to the property. Vehicles are prohibited 63from blocking trails, roads and gates. </p><p>64ATVs and other vehicles may not cross the jogging trail adjacent to the St. Charles Parkway. </p><p>65 6) Cutting Trails / Clearing Brush</p><p>66Cutting trees and brush for new ATV trails is prohibited. Clearing trees and brush downed by natural 67causes from existing trails is permitted. </p><p>68Report trail maintenance issues to the grounds committee chairman. </p><p>69 7) All-terrain Vehicles</p><p>70Note: No two wheel motorized vehicles are permitted off road on any SCSC controlled 71property. </p><p>8 Page 4 9</p><p>72In order to use an ATV, the operator must be involved in a hunting activity. No recreational 73use of ATVs are permitted.</p><p>74ATV use is restricted to gravel roads and designated trails. Leaving designated trails is prohibited. On- 75road vehicle use is limited to gravel roads and may not be used on designated ATV trails.</p><p>76For the purpose of this section, off-highway vehicles, ATV’s and UTVs shall be considered as the same 77type of vehicle and will be identified as ATVs. </p><p>78The Landlord restricts the use of all-terrain vehicles (ATV) on the land controlled by SCSC. These 79guidelines will apply to all current and future properties used by SCSC members. </p><p>10 Page 5 11</p><p>80 8) Pre/Post Hunting Season </p><p>81At all times ATV’s must remain on designated trails.</p><p>82Placement of fixed ladder type tree stands: These stands shall be placed prior to hunting season or on a 83DNR designated non-hunting day so as not to disturb others hunters. Tree stands shall be clearly labeled 84with the owner’s name readable from ground level. </p><p>85Removal of tree stands: Removal of fixed ladder type tree stands shall be after the close of hunting 86season or on a DNR designated non-hunting day so as not to disturb others hunters. </p><p>87ATV use is allowed for the purpose of scouting the area provided such ATV remains on the designated 88trail. All scouting shall be prior to hunting season or on a DNR designated non-hunting day so as not to 89disturb others hunters.</p><p>90Placement of bait: ATV’s may be used for placement of food or other attractants prior to hunting 91season or on a DNR designated non-hunting day so as not to disturb others hunters. </p><p>92 9) Hunting Season</p><p>93Access to hunting location: ATV use is authorized for access to a hunting location provided the ATV 94remains on designated trail. </p><p>95Removal of harvested deer: After a deer has been taken an ATV may be utilized to remove the deer 96provided such ATV remains on the designated trail. </p><p>97 10) Access Permit Applications</p><p>98ATV / UTV Access Permits will be issued by a member of the Board of Directors or the Board’s designee. 99Copies of approved permits will be forwarded to and maintained for the current hunting season by the 100Huntsmaster. ATV / UTV Access Permit holders are expected to use good judgment and operate their 101vehicles in a manner to limit the impact on the environment and fellow hunters. </p><p>12 Page 6 13</p><p>102 11) ATV/UTV Annual Stickers</p><p>103Except for designated non-hunting events, individuals desiring to use ATVs on SCSC controlled property 104must complete an ATV/UTV Use Application and obtain a sticker. ATV / UTV Access Permits may be 105issued by the Board of Directors or the Board’s designee. Copies of approved permits will be forwarded 106to and maintained for the current hunting season by the Huntsmaster. Placement of the stickers must 107be visible to someone walking up behind the vehicle. </p><p>108ATV / UTV Access Permit holders are expected to use good judgment and operate their vehicles in a 109manner and speed to limit the impact on the environment and fellow hunters. ATV / UTVs should be 110used to drive to a specific hunting location and return. </p><p>111 12) Mobility Limited Individuals</p><p>112Verification of mobility limitations will be established by possession of a Maryland Department of 113Natural Resource Permit to Hunt from a Vehicle. Permit information and applications are available from 114the Department of Natural Resources. If a Permit to Hunt from a Vehicle is issued, use of on or off road 115vehicles is restricted to hard packed/gravel roads. ATV users possessing a Permit to Hunt from a Vehicle 116may leave established trails while engaged in a hunting activity. The ATV / UTV Access Permit must be 117carried with the individual while operating their ATV / UTV. The permit must be shown to any club 118member requesting to see the permit. Mobility limited individuals must comply with SCSC ATV permit 119and sticker requirements. </p><p>120 13) Membership Responsibility</p><p>121Members are encouraged to ask unfamiliar hunters if they have permission to be on SCSC property. 122Member should report violations of SCSC policy to the Board of Directors or their designee. </p><p>123Nothing in this policy shall prevent a designated individual from using an ATV or other off-road vehicle 124for pulling a mower or brush-hog while engaged in grounds maintenance. </p><p>125ATV use by designated individuals is authorized during special events held at the outdoor range (i.e. 126Glock Match).
