Purpose of report </p><p>To outline the scope of the Strategic Planning and Partnerships Panel and the future work programme for the year ahead.</p><p>2. Conclusion</p><p>2.1 The scope of this Panel is extremely broad and the future work programme includes many substantial issues that will require particular focus eg Waste Planning.</p><p>2.2 That the Panel note the scope of the Strategic Planning and Partnerships Panel, the future work programme, and agree how they want to manage the business of the Panel.</p><p>3. Background</p><p>3.1 Scope of Panel</p><p>The scope of the Panel was agreed by full Council on 24 May 2005. Following discussion with the Executive Member and the Strategic Planning and Partnerships Panel Chairman, the scope has been ‘unpacked’ to clarify the issues that it will cover:</p><p> Regional Spatial Planning – East of England Plan, Growth Areas, EIP, RPP and EERA, Strategic Planning in Hertfordshire, Housing Distribution, HCTOA/relations with Districts.  Strategic Transport Policy, Regional Transport Strategy, and infrastructure issues relating to the East of England Plan.  Airports.</p><p>Scope of Panel 17 June 05 1  Regional Economic Development Strategy, relations with EEDA, IIC, Herts Economic Development Strategy, relations with Herts Prosperity Forum.  Major Regeneration Projects.  Sustainability Framework, Strategic Environmental Assessment, Quality of Life, Eco footprinting.  Renaissance, Urban Design and Environment.  Waste and Minerals Planning – New Planning Process, Adoption of Minerals Plan.  Voluntary and Community Sector Strategy, Relationships and Funding process.  Development of partnership working through Herts Together, LSP’s, LAA/LPSA2, Community Strategies, Community Leadership.  Any Government White Papers, Consultations etc on any of the above may need to be referred to the Strategic Planning and Partnerships Panel for a Member view.</p><p>Although the development of the LTP falls within the portfolio of the Executive Member Strategic Planning and Partnerships, it falls within the remit of the Transportation Panel. It may however be appropriate at key stages for the LTP to be considered by both Panels (or at a joint meeting) because of the links between Transport Planning and Strategic Planning.</p><p>3.2 Purpose of Panel</p><p>The key purpose of the Strategic Planning and Partnerships Panel is to provide advice on issues to the Executive Member. It is not decision making but could be useful in taking a ‘sounding board’ from Members and highlighting issues/concerns before a decision was taken by officers or via Cabinet. It is also a useful mechanism for keeping Members up to speed on issues/work in progress eg major regeneration projects, perhaps twice a year, or via an information note circulated as part of the agenda but not discussed at the meeting.</p><p>3.3 Future Work Programme</p><p>The draft work programme for Strategic Planning and Partnerships for the year ahead 2005-2006 is attached at Appendix 1. There may be a need to arrange additional meetings of the Panel to meet specific deadlines in relation to the EIP or Waste Planning Process in particular.</p><p>3.4 Strategic Planning and Partnership Panel Site Visits</p><p>Two site visits have been arranged to provide the opportunity for Members of the Panel and other new Members of the County Council to visit a number of key locations that relate to issues that will be the subject of reports to the Panel over the next year.</p><p>These are:</p><p>Scope of Panel 17 June 05 2 Thursday 25 August - Regeneration</p><p> Hatfield Town Centre  Hatfield Business Park and University  Maylands Avenue, Hemel Hempstead  Hemel Hempstead Town Centre  Apsley Lock  Watford Health Campus  Lye Lane Restoration</p><p>Date to be agreed - Airports and Growth</p><p> Luton Airport / Luton Dunstable Growth Area – east of Luton  West of Stevenage  North of Harlow  A120 Little Hadham  Development in and around Bishop’s Stortford  Stansted Airport</p><p>Scope of Panel 17 June 05 3</p>
