<p> REGULAR MEETING DECEMBER 28, 2015</p><p>A regular meeting of the Sherrill City Commission was held at 7:00 p.m. on December 28, 2015. Present were Mayor W. Vineall, Commissioners M. Hennessy, P. Hubbard, J. Merrill, City M. Sayles and City Clerk M. Holmes. </p><p>HENNESSY RECOGNITION</p><p>Mayor Vineall on behalf of the City Commission and himself recognized Commissioner Michael Hennessy with a plaque as this was his last meeting. The plaque had the following inscription.</p><p>Commissioner Hennessy, you have served the Sherrill City Commission with distinction for four years. The City of Sherrill with grateful appreciation presents this plaque as a symbol of its thanks for your dedication and service to the Commission and the Sherrill community.</p><p>MINUTES</p><p>Motion was made by P. Hubbard and seconded by M. Hennessy that the minutes of the previous regular meeting be approved as written.</p><p>AYES: Hennessy, Hubbard, Merrill, Vineall</p><p>BILLS</p><p>Motion was made by J. Merrill and seconded by P. Hubbard that the following bills be approved for payment and W. Holmes distributed a copy of the 2016 City Meeting dates. Motion was made by J. Merrill and seconded by P. Hubbard that the proposed schedule be adopted.</p><p>January 11, 2016 May 9, 2016 September 26, 2016 January 25, 2016 May 23, 2016 October 10, 2016 February 8, 2016 June 13, 2016 October 24, 2016 February 22, 2016 June 27, 2016 November 14, 2016 March 7, 2016 July 11, 2016 November 28, 2016 March 21, 2016 August 1, 2016 December 12, 2016 April 7, 2016 (Thursday) August 22, 2016 December 28, 2016 (noon) April 25, 2016 September 12, 2016</p><p>All meetings are held in the City Court room at 7:00 p.m. unless otherwise noted.</p><p>AYES: Hennessy, Hubbard, Merrill, Vineall</p><p>STOP DWI CONTRACT WITH ONEIDA COUNTY</p><p>M. Holmes reported that he received the 2016 Stop DWI contract with Oneida County. The proposal contract calls for reimbursement of funds up to $1,000. Motion was made by J. Merrill and seconded by M. Hennessy to authorize the City Manager to execute the contract.</p><p>AYES: Hennessy, Hubbard, Merrill, Vineall</p><p>PUBLIC HEARING – 2016 CITY BUDGET At 7:15 pm Mayor Vineall opened the public hearing on the proposed 2016 City Budget. The proposed budget calls for a tax rate of $7.13/1,000 assessed valve. This represents a .7% tax decrease. There was discussion on lowering rate more as well as discussion on keeping the rate as proposed. There were 9-10 members of the public present. Three members spoke. Steve Drake, 120 Cherry Lane, spoke in support of lowering the tax rate even more. Keith Zupan, 122 Leonard Street, spoke in support the commission and their conservative approach of doing one time bigger items in the budget and maintaining the tax rate. Jon Musgrove, 338 Sherrill Road, also echoed those same sentiments. After the discussion a motion was made by J. Merrill and seconded by P. Hubbard that the proposed 2016 City Budget be adopted as presented with the $7.13 tax rate.</p><p>AYES: Hennessy, Hubbard, Merrill, Vineall</p><p>Motion was made by J. Merrill seconded by M.
