<p> Interaction with Delhi Police’s special cell Date: 19.11.09 at Nanakpura cell, Delhi</p><p>Bal-Panchayat children interacted with Inspector Ms. Omvati Malik, Special unit for the women and children at their Nanakpura cell. The Delhi Police has its special unit to address and deal with women and children. Recently they have posted an advertisement ‘Join hands against child labour’ to appeal public which was read by the Bal-Panchayat children and they wanted to meet this unit of Police. </p><p>The Process: Beginning: To organize this visit, a request email was sent to this unit’s email ID on 17th of November’09 and they replied prompt through telephone on the same day. They put the meeting schedule with Bal-Panchayat children on 19th of November (just after two days of email sent). On their prompt reply through telephone it got planned on 19th of November to take children of Bal-Panchayat at their special cell. All coordination was done through telephone as they were not replying through e- mail. </p><p>Communication with children: Now the facilitators and CRIC members ask children who can participate in this interaction. Then 8 children commit their participation for this interaction. Then they were told time and the venue to pick by the facilitator. The vehicle got arranged by the staff for this visit.</p><p>Interaction with Delhi Police:</p><p>Children from different location pick up by the facilitators then they go to the police station of Nanakpura, near by Moti Bagh. A constable asks this team of Bal- Panchayat to whom they want to meet. he make this team waiting 5 minutes at the main gate but then he took this team to a meeting hall of Delhi Police where some of police official ask children to whom they want to meet. Now Ms. Hemlata (child rights facilitator) told them that they had a meeting with Ms. Suman (Assistant Commissioner of Police) but Ms. Omvati Malik (Inspector) met the children and briefed about the juvenile justice act and police can treat children either he/she is involved in crime or they are orphan. She shared the police’s role regarding child rights. She said that they find child in need, care and protection which they call CINCP such as orphan children, children in conflict with law, juvenile in conflict with law (JICW for children if he do crime). She said that if a child does crime repeatedly then he gets sent to Juvenile justice board then observation home. He/she get 7 years handling in observation home. She told Bal-Panchayat children that a child can’t be arrested. He/she get apprehend by police. Rahul Gupta (Bal-Panchayat member) asked her what the observation home is. She explained about difference between observation and jail. She told children that a minor (person below 18 years) who commit any crime get send in observation home. Then Kashish (Bal-Panchayat member) asked her what police do for the issue of Bullying especially in school. Then she told them that if any bully get done in school then complain to teachers and if it does not work then bring parents to the school. Then Kashish told her that some of the bully children have powerful background like they are associated with counselor/MLA then she said that nobody is greater than Law. If any person acts against law then he/she get punished. She told children that they should contact police from public phone booth regarding such incidents. She suggested children to contact higher authority of policy if the lower authority does not work. She told children especially girls that nobody has right to misbehave with female. She told them called police quickly if something is going against them. Then Suraj (CMC facilitator) shared that many time police don’t reach on the time of incident. Then she said them that the PCR’s time to reach within 3 -5 minutes ideally. It takes more than this time due to some other reasons. Akhtar (Bal-Panchayat member) told her that some children in school threat to other children in school, they show their power of money, politics contact etc. then she again told her that nobody is higher than law. Everyone comes under law and order and to maintain this law and order there is police. She told children that contact police if something done wrong. Rahul Tomar (Bal-Panchayat member) told her that the police at check post allow loaded truck and buses in no entry zone by taking bribe. Then she told children to go in their SHO and complain about this. Then children told her that their parents don’t allow them to involve in all this. Then she said that police can’t do if something happens like this. Now children pay thanks to her to interact with them and with this meeting get end. Kashish, Rahul Gupta, Rahul Tomar, Akshay Aggarwal, Amit, Abdul, Meena Arya, Akhtar (all are Bal-Panchayat members), Suraj (CMC facilitator), Arvind (CRIC member) and Hemlata (child rights facilitator) participated in this interaction meeting.</p>
