Brown (2002-2005) Jeff Woods, ex-officio (2002-2006) Bill James, Alternate (2002-2005)</p><p>Staff Planner Zoning Administrator Kristin Aleshire (October 1999-Present) Kristin Aleshire (2000-Present) Myersville Planning Commission Annual Report for 2001</p><p>Introduction</p><p>Article 66B of the Annotated Code of Maryland requires the Planning Commission annually to prepare, adopt, and file with the Town Council a report of all changes in land use, transportation, community facilities, zoning map amendments, and subdivision plats. The report should also include a determination whether each change is consistent with each other, the Master Plan, the plans of adjoining jurisdictions, state and local plans, and the recommendations made in the last annual report. The last report was prepared for 2001.</p><p>The report shall also include recommendations for improving the planning and development process within the Town. The street system for Canada Hill development was accepted into the Town of Myersville. A development proposal was reviewed for the Stroup property, which includes a street connection to Monument Road in the Myersville Comprehensive Plan. </p><p>Water Supply & Distribution</p><p>No new water sources were added to the municipal water supply system in 2002. Water taps are made available at the developer’s expense. The Town’s average water usage is 155,000 gallons per day (gpd) and the current water capacity of the Town is 183,000gpd, with a maximum allowable draw of 409,700gpd. </p><p>Wastewater Treatment Facilities</p><p>Sewer taps are available due to the approved increase in capacity for the upgraded WWTP from 150,000gpd to 300,000gpd granted by the State in 1998.</p><p>Review of Local Construction Projects </p><p>The Commission reviewed the following Myersville Public Projects located within the corporate limits of the Town for consistency with the Town’s Adopted Master Plan and determined all to be consistent.</p><p>- Doub’s Meadow Park - Fire Company/Town Hall Building</p><p>Miscellaneous Discussions</p><p>The Comprehensive Plan was reviewed for updates by the Planning Commission, with further review ongoing.</p><p>Changes in County Jurisdiction </p><p>Wellhead Protection- The Town is participating with the County in development of a Wellhead Protection Ordinance that would protect much of the Town water resources outside of the municipal limits. Recommendations</p><p>Old Recommendations Adoption of the Comprehensive Plan to include corrected 20 year Growth Map. The Comprehensive Plan was adopted in November of 2000, with the conditions of correcting the ultimate growth limit lines to reflect the County Comprehensive Plan and adding the 8th Vision mandated by state “Smart Growth Initiatives”. </p><p>Pass necessary measures for the adoption of a Wellhead Protection Program. The Town has committed to a discussion group that is currently working on the outline for a Comprehensive Well-head Protection Ordinance for the entire County, where much of the water resources for the Town are located. </p><p>Promote the designation of a Green-way System connecting throughout the Town. A citizens group promoting the implementation of trails throughout the community dissolved after agreements on easement acquisition failed. </p><p>Update of Town Zoning Ordinances and Subdivision Regulations to reflect the newly adopted Myersville Comprehensive Plan. The Town contracted with a Code Publishing Company to provide a comprehensive review and recommendation of changes to the entire Municipal Code, which will include periodic maintenance of the document for any future changes. </p><p>Consider the necessity of adopting a CIP Budget for Municipal Improvements. The Town has added into the fiscal year 03/04 Budget a section for CIP funding. </p><p>New Recommendations</p><p>Promote the designation of a Green-way System connecting throughout the Town.</p><p>Direct the Mayor and Council to appoint an Alternate and Temporary Alternate to the Board of Appeals, or consider making the Board of Appeals a three member Board.</p><p>Review the Comprehensive Plan for changes to be adopted and implemented within the next eight months.</p><p>Develop a Strategic Plan to address long-range needs for a reliable municipal water supply.</p><p>Conduct a resident survey of quality of services, and community needs inventory. </p>
