<p> RPE COUNCIL STEERING COMMITTEE CONFERENCE CALL MINUTES November 20, 2007</p><p>Present: Not Present: Becky Odor (VA)-Chair Debra Seltzer (OH)-Region V Beth Zakutney (PA)-Region III Marci Diamond (MA)-Region I & II Jan Davis (FL)-Region IV (represented by Andrea Schwendinger) Kathy Middleton (OK)-Region VI Rebecca Koshiba (Palau)-Region X Laurie Hart (KS)-Region VII Binnie LeHew (IA)-Past Chair Carol Hensell (AZ)-Region IX Debbie Ruggles (WA)-Chair-elect Natalie Bodine (ID)-Region X Diana Read (ND)-Region VIII Jessica Grzywacz (MI)-Secretary</p><p>Becky called the meeting to order at 3:05 PM EST</p><p>Old Business PGO Issues (Becky/Debbie) Debbie was not available to provide an update on her efforts to restate PGO language, but we are still expecting to get some guidance from PGO.</p><p>Revised Benchmark Schedule (Becky) Everyone should have the revised benchmarks which were sent via the listserve in late October. Tools noted in the revision were sent in a subsequent email from Karen Lang, also via the listserve.</p><p>NSVIS Expert Panel (Becky) Becky participated in the panel presentation last week in Atlanta. Parts of the nationwide survey have been piloted, though the final survey is still incomplete. The questions on perpetration behaviors in the pilot didn’t receive much response, so there was consideration of even including it in the final version. Becky advocated for its inclusion. Questions on self-inflicted injuries and suicide will be included.</p><p>2008 Call Time/Dates (Jessica) Member availability plus CDC bridge line availability resulted in a mixed bag for 2008.</p><p>Dates: Thursday, January 24 Thursday, July 24 Thursday, March 20 Tuesday, September 16 Tuesday, May 20 Tuesday, November 18 All calls: 1:00-2:00 PM EST Toll Free Numbers: USA 877-596-9305 Leader Passcode: 474056 Participant Passcode:615103</p><p>New Business</p><p>RPE Directors Council Steering Committee Minutes Page 1 of 3 CDC Technical Assistance Plans (Becky) Debbie and Becky learned about some details of CDC’s plans during a recent conference call, but nothing is in writing yet. Current CDC thinking is to provide 4 levels of technical assistance.</p><p>Level 1: consistent program and policy guidance via annual grantee meeting, the listserve, conference calls, etc.</p><p>Level 2: group technical assistance via webinars, conference calls, line discussions, etc. Potentially 3-5 groups based on amount of RPE funding or other standard (please note that Coalition and State Departments would be in separate groups). Within groups, there would first be a needs assessment to help determine TA and calls every three months.</p><p>Level 3: technical assistance within regions of RPE Council. We have an opportunity to provide suggestions to CDC about how they can best support training within our regions- what it will look like/how it will work (e.g., providing conference call bridge lines). Becky asked region reps to poll RPE Directors in their region, then share feedback directly with Becky or share at January 20th RPE Steering Committee call.</p><p>Level 4: one-to-one increased assistance with strategic planning efforts/useful strategies.</p><p>Guidance Document (Becky) Guidance documents that accompanied the 2007 RFA are being revised and should be available in the next month. Becky noted that the revised documents won’t offer a prescription for strategic planning, but may be helpful to states just beginning their strategic planning processes.</p><p>Becky briefly mentioned that CDC is working on comprehensive training modules to help states understand and implement practice guidelines for the seven permitted uses of RPE funds (e.g., educational seminars, training programs for professionals…). The first module will be training programs professionals, but the format for modules-CD Rom or web based-is still undecided.</p><p>Update on CDC Progress of Setting Dates For Annual RPE Meeting (Becky) No information yet. CDC requires that its events must be held in smoke free environments (i.e., a smoke-free community, not just a smoke-free building), so the competition for suitable locations and dates is heavy.</p><p>Committee and Regional Reports NSVRC Update No report, but web component is moving forward.</p><p>National Alliance Report (Marci) No report.</p><p>National Alliance Report No report.</p><p>STIPDA VAW Update</p><p>RPE Directors Council Steering Committee Minutes Page 2 of 3 No report.</p><p>New Directors Update No report.</p><p>Regional Issues Check-in Kathy Middleton (OK)-Region VI: next regional call scheduled November 27, 2007 Laurie Hart (KS)-Region VII: next regional call schedule January 2008. Carol Hensell (AZ)-Region IX: next regional call scheduled Nov. 29, 2007.</p><p>Other Agenda Items Jessica (MI) asked for ideas on how other states have dealt with or plan to deal with decision making. Laurie (KS) and Kathy (OK) both said they had some suggestions/materials they will share.</p><p>Laurie asked if anyone has done local training on the 9 Principles of Effective Programming. Carol (AZ) has, Andrea (representing FL) said that the principles were incorporated into the FL strategic plan, Becky (VA) has a helpful draft document (she’ll check on sharing outside of state), and Kathy (OK) will share a chapter from a text book.</p><p>Meeting adjourned: 2:42 PM EST</p><p>Action Items Region reps: ask your region’s members about their thoughts on how CDC can best support regional training/TA.
