Some members stated superintendents and board members are public officials and everything should be available for the public to view. Agenda Item: Teacher/Principal Effectiveness </p><p>Discussion/Action: Robin Chandler updated the council on teacher/principal effectiveness work. Highlighting that HB 180 okays a statewide evaluation system to be used for all certified personnel starting in the 2014-15 school year. Currently 54 districts are testing the system. Commissioner Holliday presented an activity for council members to attain feedback regarding parent involvement. The commissioner asked for parent volunteers for a survey committee that will be preparing a parent survey to use statewide. </p><p>Key Questions/Concerns: Many ideas were suggested for supporting teachers when trying to involve parents in the educational process: checking on home situation, using multiple forms of communication, regular two-way communication, provide positive communication, home visits and provide food/refreshments during parent activities. Agenda Item: Legislative Update</p><p>Discussion/Action: Robin Chandler provided a legislative update and specifically discussed HB 180 and professional growth and effectiveness. The commissioner mentioned viewing TELL Kentucky survey results and requested TELL Kentucky Survey results be on our August agenda. </p><p>Key Questions/Concerns: Council members asked about individual school data as well as district data. Members were informed data will be available online. </p><p>Agenda Item: Quality Counts Report</p><p>Discussion/Action: Becky Blessing reviewed the 2013 Quality Counts Report highlighting Kentucky’s ranking in the following areas: Code of Conduct - Safety, Discipline and School Climate; Chance for Success - Early Foundations, School Years, Adult Outcomes and Opportunities for Success; Transitions and Alignment - Early-Childhood Education, Postsecondary Education, Economy and Workforce; School Finance Analysis -Equity and Spending; K-12 Achievement - Achievement levels, Achievement Gains, Poverty Gap, Achieving Excellence, High School Graduation and Advanced Placement; Standards, Assessments and Accountability - Academic Standards, Assessments and School Accountability; and </p><p>KDE:OGSS:DC lyg April 2012 2 The Teaching Profession – Accountability for Quality, Incentives and Allocation, Building and Supporting Capacity. </p><p>Key Questions/Concerns: The members were given online address to access report. www.edweek.org/go/qc13 </p><p>Next meeting: August 9, 2013</p><p>KDE:OGSS:DC lyg April 2012 3</p>
