<p> COMMUNITY COLLEGE SYSTEM OF NEW HAMPSHIRE SUPPLEMENTAL JOB DESCRIPTION</p><p>Incumbent: </p><p>FLSA: Exempt EEO-6: 3-35 (Professional) SOC Code: 15-1021</p><p>Classification: Systems Development Specialist VI Function Code: 899900</p><p>Position Title: Banner Financial Aid Systems Analyst Date Established: 07/01/2011</p><p>Position Number: S1R00041 Date of Last Amendment: 10/14/2013</p><p>SCOPE OF WORK: Serves as the lead programmer for Banner Financial Aid, which operates in a client server and web based environment, responsible for performing needs analysis, writing specification documents, designing programming function and solutions for Banner Financial Aid to meet the reporting and processing requirements in compliance with state and federal regulations. This position reports to the Operating Systems Manager and is located at the CCSNH System Office, 4 Barrell Court, Concord.</p><p>ACCOUNTABILITIES:  Generates Banner Financial Aid project plans including time/cost analysis. Oversees project master plans and monitors the status of the deliverables.</p><p> Prepares test plans, procedures and data; tests upgrades and compiles technical documentation as well as end user documentation, and coordinates the testing and implementation of new software in consultation with the Database Administrator.</p><p> Analyzes, designs, and prepares systems change impact assessments for service requests, vendor software upgrades, program/policy changes, audit findings, and system defects.</p><p> Conducts problem analysis as necessary, including problem resolution, impact assessment, and taking pro-active measures to prevent the problem from reoccurring.</p><p> Provides technical support to college financial aid directors and staff, internal auditors, college finance officers, bursars, software vendors, and federal and states agencies to insure compliance with federal and state financial aid regulations. Interfaces with IT staff and end users at each college to guarantee high levels of the financial aid system availability.</p><p> Analyzes alternate means of deriving input data and selects most feasible and economical method for developing financial management and system control procedures. </p><p> Plans, develops, and conducts training programs for the CCSNH staff in the proper use of the Banner Financial Aid applications, including functions such as awarding and disbursing aid and system navigation.</p><p> Participates in developing systems specifications pursuant to the acquisition of software packages, including analyzing client requirements; participates in the development of implementation schedules and training requirements.</p><p> Maintains current knowledge in the Banner Financial Aid module and current languages, utilities, and software including, but not limited to, Citrix Winframe, Windows 2000/NT, Windows XP, Oracle, UNIX, SQLPlus, PL/SQL, Appworx, SQL*Loader, and Unix Shl Scripting, EDConnect, FTP software, and COD online and advises IT staff and college users of the interdependencies of new releases.</p><p> Complies with all college, system, state, and federal rules and regulations.  Performs a variety of other related duties as assigned.</p><p>MINIMUM QUALIFICATIONS:</p><p>Education: Bachelor's degree from a recognized college or university with at least 15 credit hours in the field of computer science. Each additional year of approved formal education may be substituted for one year of required work experience.</p><p>Experience: Six (6) years experience as a computer programmer or systems analyst associated with applications development in a higher education environment utilizing SunGard Banner software and one or more of the following: SQL, PL/SQL, C, Unix, UNIX shell scripting, Oracle tools, HTML; at least three (3) years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education. </p><p>Preferred Qualifications: Proficiency with SQL, PL/SQL, Oracle 10 or above, Unix, report writing, Appworx, and Enterprise Information Systems preferred.</p><p>License/Certification: Valid driver’s license or access to statewide transportation.</p><p>RECOMMENDED WORK TRAITS: Knowledge of the current methods of computer systems analysis and design. Knowledge of the principles of computer programming and capabilities and requirements of information systems. Knowledge of the application and use of peripheral computer-related equipment. Ability to explain technical operations in easily understood language for non-technical personnel. Ability to supervise and train project resources in the processes used in converting systems to electronic data processing. Ability to communicate effectively orally and in writing. Ability to analyze operations and organize their component parts into a logical system. Ability to coordinate the conversion of CCSNH programs into information processing systems. Ability to establish and maintain effective working relationships with subordinates, associates, college management officials, project resources, as well as personnel associated with professional organizations.
