<p> LAWRENCE B. FOOTE</p><p>Emergency Management Director Newton, New Hampshire [email protected]</p><p>Mr. Lawrence B. Foote has been the Emergency Management Director (EMD) for the Town of Newton, New Hampshire, since 2008. Before becoming the Town’s EMD, he volunteered with the American Red Cross Disaster Services in Lawrence, Massachusetts. Within his role at the American Red Cross, Mr. Foote started out as a Disaster Team Member, responding to fires and floods to assist with Victim Relocation, Mass Care, and Sheltering. Mr. Foote then moved up in positions and became a Team Leader. In this role, he guided other volunteers. During his later years with the American Red Cross, he was able to travel to Texas as well as Puerto Rico to assist with the floods and the major Northridge, California, earthquake. During these disasters, Mr. Foote acted as Mass Care Supervisor. He volunteered for the American Red Cross for 12 years before taking his position as EMD for the Town of Newton.</p><p>As the EMD for Newton, Mr. Foote re-wrote the Town’s Emergency Operations Plan as well as the Hazard Mitigation Plan. Prior to him becoming the EMD, the Town of Newton did not have either of these plans. He also obtained grants to cover costs. Mr. Foote’s biggest challenge as EMD occurred in 2011 when an ice storm hit New Hampshire. Newton had no power for 11 days. Newton is a town mixed with businesses, residences, and farms, with a population of 4,500. During these 11 days, residents had no water to drink, no toilet facilities, and no way to take care of their farm animals due to the Town having all wells and septic systems. It was a very long 11 days for the Town, and it really opened everyone’s eyes and showed them the need to be prepared for anything that may occur. The Town of Newton is now very much prepared for potential disasters that could come its way.</p><p>To keep up with his skills, Mr. Foote travels multiple times a year for emergency management training as well as participating in continuous online training. He attends several conferences in New Hampshire as well as Maine and Massachusetts, and he is going on his fourth year of attending the Emergency Management Institute’s Higher Education Symposium. By attending all of these trainings and conferences, Mr. Foote is able to be as knowledgeable as possible and bring this knowledge back to the Town of Newton.</p><p>May 8, 2015</p>
