<p> STATE BOARD OF MASTER ELECTRICIANS BUSINESS MEETING MINUTES</p><p>DATE: October 27, 2015</p><p>TIME: 10:00 a.m. </p><p>PLACE: 500 N. Calvert Street Room 302 Baltimore, MD 21202</p><p>PRESENT: Michael Berg, Chair Industry Member Robert Welborne, Industry Member Brett Warner, Industry Member Jack Wilson, Industry Member Todd Borz, Industry Member</p><p>ABSENT: Michael Oles, Industry Member</p><p>STAFF PRESENT: Robin Bailey, Executive Director, Mechanical Boards Sloane Fried Kinstler, Assistant Attorney General NaTerra Bailey, Administrative Clerk</p><p>OTHERS PRESENT: None</p><p>CALL TO ORDER: </p><p>Chair, Michael Berg, called the Business Meeting of the State Board of Master Electricians to Order at 10:00 a.m. in 500 N. Calvert Street, Room 302, Baltimore, MD 21202.</p><p>APPROVAL OF MINUTES</p><p>The members reviewed the minutes of the Business Meeting held on August 25, 2015. Motion was made by Mr. Warner, seconded by Mr. Wilson, the Board unanimously approved the findings of the minutes as written.</p><p>The members reviewed the minutes of the Executive Session Meeting held on August 25, 2015. Motion made by Mr. Warner, seconded by Mr. Wilson, the Board unanimously approved the findings of the minutes as written</p><p>COMPLAINT COMMITTEE REPORT Ms. Bailey presented the following report on behalf of the Complaint Committee: Closed Complaints</p><p>Elec-160004- Consent order was signed by Chairman Berg.</p><p>Elec-160005- Mr. Berg approved of the settlement by Consent Order with agreement not to apply to retake the exam for master electrician license until after February 27, 2016. In addition, Mr. Berg reviewed 2014 conviction for telephone misuse. He agreed that the type of conviction should not prevent from obtaining a license should he pass the exam and otherwise meet the license qualifications.</p><p>Motion was made by Mr. Wilson, seconded by Mr. Warner, the Board unanimously approved the Complaint Committee report.</p><p>REVIEW OF EXAMINATION STATISTICS AND LICENSE TOTALS</p><p>PSI exams submitted the following statistical summaries for July, 2015:</p><p>Electricians Candidates Passed Failed Pass % Tested Master Electricians 42 10 32 24% </p><p>PSI exams submitted the following statistical summaries for August, 2015:</p><p>Electricians Candidates Passed Failed Pass % Tested Master Electricians 39 6 33 15% </p><p>Ms. Bailey reported that 42 candidates were tested in July, 10 passed, 32 failed with a 24% passing rate. Ms. Bailey reported that 39 candidates were tested in August, 6 passed, 33 failed with a 15% passing rate. Since January 2015, the passing rate is 24%, and since the inception of the test the overall passing rate is 31%. There are currently active 5,255 licensees.</p><p>Mr. Wilson stated, according to the pass rate the test may be more difficult. Mr. Berg informed him that the test is not taught in the summer months and the class would resume soon and test scores will rise once more.</p><p>OLD BUSINESS</p><p>Mr. Berg questioned the classroom setting of previously approved continuing education provider Patrick Riley, United Electric Supply. Ms. Bailey informed him that classroom setting is not defined. Mr. Berg suggested that a letter be sent to Patrick Riley requesting more information about his classroom setting. Mr. Wilson suggested that Classroom Adequacy be added to current check list. </p><p>2 NEW BUSINESS</p><p>None to offer.</p><p>CORRESPONDENCE</p><p>EMAIL: Can a qualified agent be assigned to more than one company.</p><p>Mr. Berg stated, No a qualified agent can only work for one company. </p><p>COUNSEL’S REPORT</p><p>There was no counsel report to offer.</p><p>CHAIR’S REPORT</p><p>There was no report to offer.</p><p>EXECUTIVE SESSION</p><p>Motion was made by Mr. Warner, seconded by Mr. Wilson, the Board unanimously entered into executive session at 10:31 a.m., in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21202, in order to consider advice provided by Counsel regarding license applications. </p><p>Upon completion of the session, Motion was made by Mr. Warner, seconded by Mr. Wilson and4 unanimously carried to convene to the public meeting at 10:40 a.m. </p><p>EXECUTIVE DIRECTOR’S REPORT</p><p>Ms. Bailey presented the current application used to apply to sit for the Master Electrician’s Exam for review to make any changes deemed necessary. Ms. Bailey also stated that the application did not specify the layout of letters to be sent to the Board from master electricians to verify experience. Mr. Borz suggested adding a sample letter to assist applicants.
