Daniel Ho will follow with Gilbert Kwok Gilbert Kwok to print the Maintenance Contract around June / July 2012.</p><p>3.2 Reciprocity Agreement with AACEI of USA</p><p>It was noted that no progress had been made on the proposed Thomas Ho / Agreement. Thomas Ho would urge TT Cheung to follow up the matter TT Cheung with AACEI.</p><p>3.3 Study on Cost Aspect of Infrastructure Works </p><p>Cost data on Infrastructure Works had been received from DLS. Thomas Thomas Ho / Ho had prepared a template based upon DLS’s reply and sent letter to Keith Yim ACQS for asking more cost data from local Consultant firms. Keith Yim was requested to follow with PAQS country members.</p><p>3.4 PAQS 2012 Congress, 7 to 10 July 2012, Brunei</p><p>Thomas Ho advised that the PAQS 2012 Congress will be held from 7 to All 10 July 2012 in Brunei. Thomas Ho urged members to submit papers.</p><p>3.5 Articles for Wen Wei Po and Capital CEO / Capital Entrepreneur</p><p>Wen Wei Po published an article in Chinese entitled「工料測量與你 息息 Noted 相關」, which was prepared by Thomas Ho, on 6 March 2012.</p><p>The coming column opportunities for providing articles for Wen Wei Po All and Capital CEO / Capital Entrepreneur will be on 21 August 2012 and in June 2012 respectively. Thomas Ho requested members to submit papers.</p><p>3.6 Visit QSD Member s - Mr. Kelvin Kwong , Mr. Benny Lee and Mr. Bruno Yim Ricky Chan is still contacting the family of Kelvin Kwong, who had Ricky Chan experienced serious sickness, to arrange members of the QSD Council to visit Kelvin Kwong.</p><p>QSD Council Meeting (3 April 2012) 2 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p>Thomas Ho, Keith Yim and Ricky Chan visited Benny Lee, who had Noted received a liver transplant, on 17 March 2012. It is encouraging to see that his health condition is good and hoped that he can fully recover soon.</p><p>Our QSD member, Bruno Yim, has suffered lung cancer and he is now in a Noted very critical condition. Bruno Yim was baptized a few days ago and is now a Christian. Members are requested to see him and pray for him. </p><p>3.7 Manpower Survey of VTC Website</p><p>See reports from Sub-committees / Committees / Task Forces of QSD – Noted Item 7.13.</p><p>3.8 Charitable Fund</p><p>Thomas Ho suggested in the last meeting that QSD should set up Thomas Ho charitable fund to take care of QSD members. Thomas Ho would take lead to look into the matter and invite Thomas Tse to assist as he had experience in charity fund matter in HKCA.</p><p>Eric Chung was requested to check whether QSD’s constitution would Eric Chung allow QSD to set up the said charity fund.</p><p>3.9 FIG Congress – QSD Representative</p><p>Thomas Ho had circulated the HKIS funding guidelines and the funding Noted proposal for this year’s FIG Congress for members of the QSD Council for information.</p><p>Tzena Wong will join the FIG Congress and present paper this year. Noted Thomas Ho advised that Tzena Wong’s position to join FIG Congress this year will be representing HKIS and she will be funded by GC.</p><p>3.10 Research Project – Independent Role of QS in Infrastructure Projects</p><p>The questionnaire for the research project “Independent Role of QS for All Engineering Projects” prepared by the researcher, Dr. Ellen Lau of City U, was circulated to members of the QSD Council for comment. Thomas Ho requested members of the QSD Council to submit their comments as soon as possible.</p><p>4.0 Chairman’s Report on Executive Committee / General Council Meeting</p><p>Thomas Ho advised that the 3rd E C Meeting / 2nd G C Meeting were held on 22 March 2012. The major issues discussed in the EC Meeting / GC Meeting included the following :-</p><p>1. BoPD suggested to organize expert training at GC level instead of Thomas Ho / </p><p>QSD Council Meeting (3 April 2012) 3 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p> divisional. Members of the QSD Council voiced out in the meeting Antony Man that QSD had no objection for BoPD to arrange expert training courses. However, QSD considered that it should be the duty of DRC but not BoPD to consider to maintain a list of expert witness or not. Thomas Ho will contact Antony Man to see the progress of the Task Force on expert witness for QSD.</p><p>2. QSD budget for 2011 - 2012 was approved by GC. Noted</p><p>3. A List of members with outstanding subscription 2011 – 2012 was Noted tabled. Those members with outstanding subscription would be expunged after 31 March 2012 as approved by GC.</p><p>4. EC urged for the completion of Maintenance Contract. (See Matters Noted Arising from Last Meeting – Item 3.1)</p><p>5. Review of “Guidelines on Nomination” and “Guidelines on Control Noted and Charges For HKIS Promotion Channels” were discussed. (See Items for Discussion – Items 8.5 and 8.6)</p><p>The 4th EC Meeting and 3rd General Council Meeting will be held on 26 Noted April 2012 and 24 May 2012 respectively.</p><p>It was confirmed in the previous meetings that QSD should retrieve all the Thomas Ho / papers from the presenters who were sponsored by QSD for the K L Wong conference and then upload the same to the HKIS QSD website. The QSD Council would request them to present the paper again in Hong Kong. In the event that he /she would not agree to present the paper again, then the QSD Council would not sponsor him /her again for joining the next conference. Thomas Ho will forward last year’s PAQS report to K L Wong to follow with those speakers, including Peter Yuen.</p><p>5.0 Items for Nomination / Confirmation </p><p>5.1 Nomination to HKIS Boards / Committees / Working Groups</p><p>K L Wong presented an updated list of Nomination to HKIS Boards / Noted Committees / Working Groups. </p><p>5.2 Nomination to HKGBC Green Labeling Committee 2012-2013 (Co-opted Member)</p><p>No members of the QSD Council had expressed interest to be nominated Noted by QSD as Co-opted Member of HKGBC Green Labeling Committee 2012 – 2013.</p><p>5.3 Nomination to Task Force on Purchase Notice – HKIS PASC Spencer Kwan was nominated as QSD representative for the above Task Noted Force. </p><p>QSD Council Meeting (3 April 2012) 4 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p>5.4 Nomination to Join GPD Land Supply Working Group</p><p>Thomas Ho was nominated as QSD representative for the above Working Noted Group.</p><p>5.5 Nominations to CIC Committee on (i) Procurement , (ii) Environment and Technology and (iii) Sub-contracting ( Co-opted Members)</p><p>It was confirmed that Thomas Ho and K C Tang would continue to be QSD Noted representives as Co-opted Members for CIC Committee on Procurement and Sub-contracting respectively. </p><p>T T Cheung confirmed that he would not continue to be QSD Thomas Ho representative as Co-opted Member for CIC Committee on Environment and Technology. T T Cheung proposed to invite either Anita Liu or Kenneth Poon to represent. Thomas Ho will follow this nomination.</p><p>6.0 Reports from Representatives of Boards / Committees / Working Groups / Task Forces</p><p>6.1 Board of Education (Bo E )</p><p>Raymond Kam reported that the draft Rules and Guides for the new APC Raymond Kam Scheme will be circulated to members of the QSD Council for comment soon. The same will also be provided to ACQS for their information.</p><p>No comments were received from Council Members in respect of the Noted draft PAQS Report on Massey University for accreditation. Massey University’s application for accreditation was endorsed for opt-in in the meeting.</p><p>6.2 Board of Membership (BoM)</p><p>Members of the QSD Council had commented on the issue of promoting Noted the number of Fellows for HKIS. Having discussed in the meeting, QSD supported to promote the number of Fellows for HKIS.</p><p>6.3 Board of Professional De velo pment (BoPD)</p><p>The artwork of membership card with barcode was commented by Noted members of the QSD Council.</p><p>No comments were received from members of the QSD Council in respect Noted of the HKCPS’s draft proposal on Cross Profession CPD Programme Sharing.</p><p>6.4 Public and Social Affair Committee No comments were received from members of the QSD Council in respect Noted of the powerpoint template for promotion of HKIS.</p><p>QSD Council Meeting (3 April 2012) 5 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p>No comments were received from members of the QSD Council in respect Noted of the corporate videos (versions close to final).</p><p>6.5 Research Committee</p><p>M Y Leung is now following up the research proposal 2011 - 2012 with H F Thomas Ho / Leung on the topic of the Standard Form of Building Contract. Having M Y Leung discussed in the meeting, it was confirmed to call for research proposal from all QSD members instead of just considering H F Leung’s proposal. Thomas Ho will follow up with M Y Leung.</p><p>6.6 IT Committee</p><p>Tzena Wong had provided an update to Thomas Ho and K L Wong on the Thomas Ho / administration of the QSD webpage. Tzena Wong will set up the Tzena Wong / discussion forum in April 2012 for QSD Council. Thomas Ho and K L Wong K L Wong will further discuss with Tzena Wong for the use of the QSD webpage.</p><p>6.7 HKIS Office Premises Working Group</p><p>The deadline for expression of interest for design and project Noted management service for HKIS office fitting out works was due and assessment is being carried out.</p><p>Invitation for recommendation of alternative office premises is being Noted sought from all members. </p><p>6.8 CIC Task Force on River Sand and Substitutes Research</p><p>K L Wong presented the draft Minutes No. 001/12 (2 March 2012) of the Noted above Task Force.</p><p>6.9 CIC Task Force on Competition Law</p><p>Spencer Kwan had reflected the impact of the competition law on fee Spencer Kwan scale, Standard Form of Contract, share of industry information and competition tendering, etc. in the above Task Force. Spencer Kwan advised that he will submit the report in April 2012 for QSD’s assessment of the impact.</p><p>7.0 Reports from Sub-committees / Committees / Task Forces of QSD</p><p>7.1 BIM Sub-Committee</p><p>4 training classes; BIM Revit Architecture (2 classes) and BIM Revit MEP Noted (2classes); were held in March 2012. More in-depth training courses will be organized.</p><p>BIM Email Broadcast No.1 was sent on 7 March 2012. 2 BIM talks had Noted</p><p>QSD Council Meeting (3 April 2012) 6 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p> been organized in April and May 2012. Further BIM talks / workshops will be organized.</p><p>The terms of reference of the Sub-committee should be expanded from Noted promotion and training to use and application of BIM. </p><p>Julia Gao had some experience in BIM management guidelines in the USA. Julia Gao Julia Gao volunteered to do some literature review.</p><p>K C Tang proposed to compile a list of links of good tutorial videos of BIM K C Tang on Youtube and inform general members of such links.</p><p>7.2 CPD Sub-Committee</p><p>K L Wong presented an updated QSD CPD Event Summary (with the nos. Noted of applicants). K L Wong also reported that the Sub-committee had confirmed and planned about 40 CPD events, including talks / workshops / training classes (16 already confirmed) and site / factory visits (5 already confirmed) for the year of 2012.</p><p>K L Wong pointed out in the previous meeting that QSD would earn a lot K L Wong from CPD events this year due to the increased nos. of CPD events. K L Wong would solicit suggestions from members of the QSD Council to make good use of QSD income received from CPD events; such as to reduce the fee of CPD events, to send CPD coupons to general members, and to allow University students to attend CPD events free of charge.</p><p>7.3 Contract Sub-committee</p><p>Daniel Ho advised that Don Reader would summarise all proposed Don Reader amendments to the Standard Form of Building Contract (with quantities) 2005 by the end of March 2012. Prior to legal vetting, the proposed amendments would then be forwarded to the other parties of the Joint Contract Committee viz HKIA and HKICM for comment by the end of April 2012.</p><p>7.4 Divisional Education Committee</p><p>Thomas Ho had arranged ACQS to meet with Raymond Kam for briefing Raymond Kam and discussing the proposed APC Reform.</p><p>K L Wong had sent email to Council Members to seek their comments on Noted the proposed APC Reform by 7 March 2012. Raymond Kam had incorporated members’ comments into the proposed APC Reform.</p><p>7.5 Research Sub-Committee No report was submitted. A brief update will be provided in the next meeting.</p><p>7.7 International Sub-Committee</p><p>No reported was submitted in this meeting. Noted</p><p>The schedules for International Conference / Congress are as follows :- Noted</p><p>1. The PAQS 2013 Conference will be held in Xian, China in May 2013.</p><p>2. Noted</p><p>7.10 New Members Welcoming Party Organising Committee</p><p>QSD New Members Welcoming Party was held on 17 February 2012. No Noted further report will be required.</p><p>7.11 PAQS 2014 Congress Organising Committee</p><p>Francis Leung suggested the following in respect of the PAQS congress for All comment :-</p><p>1. Venue : To Add Langham Place to “longlist”.</p><p>2. Guest of Honor : To invite Mr. C Y Leung (Chief Executive-Elect)</p><p>A conference organizer would be employed. Francis Leung would let GC Francis Leung have a brief budget soon. To start the ball rolling, Francis Leung would like to seek volunteer to co-ordinate the employment of a conference organizer. </p><p>7.12 Professional Practice / Practice Note Sub-committee</p><p>Raymond Kong updated the progress of the Sub-committee in respect of Raymond Kong the final draft of the Practice Notes as follows :</p><p>1. To arrange for uploading the Practice Notes to the HKIS website by June 2012.</p><p>3. To collect comments received subsequent to the launch of the softcopy of the Practice Notes and consider whether to have hardcopy of the Practice Notes 6 months therefrom.</p><p>4. To prepare Practice Notes in related to Cost Planning and Estimating this year.</p><p>Raymond Kong was requested to prepare (i) funding proposal for GC’s Raymond Kong approval, and (ii) proposal of the design, launching, and promotion of the Practice Notes (e.g. via HKCA Forum). </p><p>7.13 Professional Sustainability Sub-Committee</p><p>Spencer Kwan advised that he will submit the report in April 2012. Spencer Kwan</p><p>Daniel Ho advised in the previous meeting that the salary of quantity Spencer Kwan surveyor shown in the manpower survey of the VTC website is much lower than building surveyor. Daniel Ho had forwarded the link of the said website to members of the QSD Council. Spencer Kwan will follow and suggest the ways to attract more people to work as quantity surveyors.</p><p>7.14 Promotion Sub-Committee</p><p>Joseph Chong and Steven Tang reported the following :</p><p>1. Scholarships</p><p>Letters had been issued to the sponsors to inform which course their Joseph Chong sponsorship will go to. The universities were expected to submit nominations by the end of March 2012. Both City U and HKU already submitted the nominations. HKIS office is still chasing HKU for nominations. All the nominations will be sent to QSD for screening.</p><p>2. Visits to Secondary School</p><p>Joe Wu visited New Asia Middle School on 28 March 2012. Noted</p><p>Steven Tang would arrange for visits to some other secondary Steven Tang schools starting from 2nd quarter of 2012.</p><p>3. Visits to Universities</p><p>Visits to City U and Poly U were conducted on 29 March and 3 April Noted 2012 respectively.</p><p>4. Promotion Materials</p><p>The powerpoint and standard descriptions to introduce QS will be Joseph Chong sent out by 7 April 2012. </p><p>7.15 Public Affairs Sub-Committee</p><p>No report was submitted. Noted</p><p>7.17 Social & Welfare Sub-Committee</p><p>Tzena Wong requested members of the QSD Council to suggest any Tzena Wong / events and the purpose of the events for consideration. Sunny Chan Sunny Chan promised to talk with Tzena Wong to suggest the events.</p><p>7.18 Training Sub-committee</p><p>Sunny Chan presented a Summary of proposed Pre-qualification Noted Structured Learning (PQSL) 2012 – 2013 for QSD APC.</p><p>Advanced Course on Standard Form of Building Contract 2005 by Mr. Noted Bernard Wu will be conducted in October 2012.</p><p>7.19 QSD Annual Dinner Organising Committee</p><p>K L Wong reported the progress of the QSD Annual Dinner 2012 as follows K L Wong :</p><p>1. These will be updated in the coming 3rd QSD Annual Dinner 2012 OC meeting scheduled for 10 April 2012.</p><p>Thomas Ho was requested to prepare the Chairman’s Speech by the end Thomas Ho of April 2012 so as the meet the deadline for publication of the same on the dinner brochure.</p><p>7.20 Task Force on Free QS Service to Community</p><p>Joe Wu advised that he will draft a roadmap or proposal for the above Joe Wu new Task Force for further discussion after Easter holiday.</p><p>Other members are requested to express their interest to join the above All Task Force.</p><p>7.21 Task Force on the use of NEC Contract in Hong Kong</p><p>K L Wong advised that more CPD events in relation to NEC Contract would K L Wong be organized.</p><p>Thomas Ho would invite Daniel Ho, Bernard Wu, Chris Fung, Gilbert Kwok Thomas Ho and T T Cheung to join the above new Task Force. The short terms of reference should be set by the Task Force.</p><p>8.0 Items for Discussion</p><p>8.1 Members for QSD Sub-committees / Committees and Year Plan 2012</p><p>K L Wong reported that some members had enquired that no person had Chairpersons contacted them to attend meeting for their joined Sub-committees / Committees / Task Forces. Thomas Ho requested Chairpersons of each QSD Sub-committees / Committees / Task Forces to prepare their revised Year Plan, if required, and lead their members of respective Sub- committees / Committees / Task Forces to work in accordance with the Year Plan.</p><p>8.2 QSD Financial Statement for February 2012</p><p>Sunny Chan presented QSD Financial Statement for the month of Noted February 2012. Thomas Ho had reflected members of QSD’s concerns to GC.</p><p>8.8 Sponsorship Proposal for QS Young Members to Attend PAQS Congress</p><p>Joseph Chong presented a proposal for sponsoring QS young members to All attend PAQS for comment.</p><p>9.0 Items for Information</p><p>9.1 HKIS Assessors for Green Building Award 2012</p><p>Joe Wu, Anthony Tam, Anthony Lau and Joseph Chong had expressed Noted interest to be HKIS representative / assessor to carry out the initial assessment of the submission for the nomination of Green Building Award 2012.</p><p>9.2 Community Forum – Greening Master Plan for Shatin (23 and 30 March 2012)</p><p>QSD Council Meeting (3 April 2012) 12 of 14 The Hong Kong Institute of Surveyors Quantity Surveying Division Minutes of the 4 th Council Meeting (Year 2011 – 2012)</p><p>No members of the QSD Council had expressed interest to join the above Noted Community Forum.</p><p>9.3 Community Forum – Greening Master Plan for Yuen Long (13 and 19 April 2012)</p><p>If members of QSD council would like to join the above Community All Forum, they were requested to inform Thomas Ho and K L Wong as soon as possible.</p><p>9.4 Subject Title</p><p>K L Wong requested members of the QSD Council to change the subject Noted title after changing discussion topic in the new emails and not to use wrong subject title / old subject title when sending emails for new subject matter. It would prevent to miss the important information due to wrong subject matter. It would also enable to retrieve information efficiently for conveying information with members.</p><p>9.5 Young Construction Discovery Challenge (YCDC)</p><p>K L Wong had forwarded the sponsor package for the YCDC to members Noted of the QSD Council for seeking more sponsors for the YCDC. However, no additional members had expressed interest to sponsor.</p><p>Daniel Ho requested more members to act as assessors for the YCDC Prize K L Wong Presentation Ceremony on 5 May 2012. K L Wong would send the details of the Ceremony to members of the QSD Council for expression of interest.</p><p>K C Tang reminded that QSD should put promotion materials at the venue Joseph Chong of the YCDC Prize Presentation Ceremony on 5 May 2012.
