Family Services Team</p><p>POSITION DESCRIPTION</p><p>Family Services Manager</p><p>Accountable to: Chief Executive Officer</p><p>Directly Supervises: Family Services Team Leaders / Senior Practitioners</p><p>Conditions: Full time ongoing subject to funding and satisfactory work performance, determined through ongoing monitoring and formal performance appraisal: Probationary Period Performance Appraisal, at end of 6 months employment, and Annual Performance Appraisal, every 12 months thereafter. </p><p>Hours of Work: 38 hours per week, Monday - Friday. Some out of hours work may be required</p><p>Salary: Commensurate with the Senior Management Team, 9.5% Superannuation plus17.5% Annual Leave Loading, 5 weeks annual leave, Vehicle provided, Salary Sacrifice available to eligible employees.</p><p>Organisational Background The name Wathaurong (Wadda-Warrung) is a recognised tribe (community) which consisted of some 25 clans (family groups) that formed part of the Kulin Nation of Aboriginal people. The traditional boundaries of the Wathaurong people span the coastline from the Werribee River to Lorne peninsula and traverse inland in a north westerly direction towards Ballarat. The Wathaurong people have lived within these regions for more than 25,000 years. As custodians of the Wathaurong lands, we are committed to working together to provide a secure future for our community by upholding the dignity of our ancestors; respecting our Elders and instilling a sense of cultural pride and belonging for our children and children’s children. The Wathaurong Aboriginal Co-operative Ltd was formed by the community in 1978 and registered in 1980, to support the social, economic, and cultural development of Aboriginal people, particularly within the Geelong and surrounding areas. The Co-operative provides a range of services including; family and community services, support to young people, justice support services; cultural heritage services, and health services. From time to time the organisation also undertakes special projects and economic development opportunities. Wathaurong Aboriginal Co-operative Ltd is the largest employer of Aboriginal people within the Geelong region.</p><p>Page 1 of 5 Goals of Position 1. Develop, manage and implement high quality, outcome focussed and culturally appropriate programs and services for Aboriginal children, young people and their families. 2. Create effective community relationships and strategic interagency partnerships in relation to the Family Services Program delivery. 3. Provide strategic planning and reporting and policy implementation; 4. Ensure Family Services complies with Occupational Health and Safety requirements 5. Ensure that services and programs are delivered to quality standards, comply with relevant legislation and achieve contract requirements. 6. At all times act as an ambassador and advocate for the Cooperative and its strategic interests in dealing with departmental staff and representatives from other Community Services Organisations.</p><p>Duties & Responsibilities Service Management  Develop strategic/business plans to meet the objectives of Family Services.  In conjunction with Finance Manager, develop Annual Budgets for the program in line with all DHHS & DET and other funding body requirements.  Ensure all programs are delivered to meet funded targets.  Ensure all reporting requirements are completed and submitted on time and in the required formats.  Represent Wathaurong in negotiations, with relevant funding bodies and external agencies.  In consultation with the CEO, prepare funding submissions for new services and programs.  Develop and maintain relevant strategic partnerships and alliances with other external service providers to enhance and support the Family Services Team.  Implement measures, policies and procedures which meet all accreditation requirements.  Respond appropriately to all quality improvement issues raised by staff or identified through other monitoring mechanisms.  Coordinate and facilitate dissemination of knowledge to staff and relevant stakeholders where required.  Develop and implement efficient processes and systems to support staff and clients  Oversee and ensure the effective operation of all aspects of the team’s administrative areas including record management systems  Ensure integrity of client filing systems and records maintenance as required.  Ensure all aspects of Family Services comply with requirements of the Privacy Act.  Maintain knowledge of and comply with government legislation, regulation and contractual obligations  Monitor and maintain practice activities to ensure continuing eligibility for accreditation/registration Human Resource Management  Provide direct supervision to the Family Services Team Leaders</p><p>Page 2 of 5 Position Description Family Services Manager Family Services Team Wathaurong Aboriginal Co-operative Ltd.  Recruitment, selection and induction of staff  Promote a positive work environment conducive to accountability and effective teamwork  Provide regular support and supervision to staff  Ensure staff are informed and provided with appropriate training relevant to their role  Ensure staff maintain continuous quality services, which are responsive to community needs  Encourage staff to report any quality improvement issues  Ensure staff are provided with resources required to effectively undertake their role Staff Meetings  Convene Family Service staff meetings  Attend other organisational Staff Meetings as required  Attend Management Team Meetings as required. External / Public Representation of the Organisation  Attend and represent Wathaurong Cooperative at relevant meetings and training forums  Other duties as directed by the CEO and consistent with the overall goals and responsibilities of this position Performance and Accountability Requirements  Adherence to organisational goals, objectives, Policy and Procedures  Report to CEO summarising Family Service performance and clearly identifying any issues of concern  Ensure that all required reporting under the contracted funding agreement with DHHS and DET are adhered to.  Regular briefings with CEO, ensuring any significant issues are reported in a timely manner Key selection criteria 1. Qualifications in Human Services, Community Services Administration or similar discipline and/or at least five years’ experience managing Community based Services and/or programs are essential. 2. Sound knowledge of Aboriginal culture, issues affecting Aboriginal people, and Aboriginal Services Sector Demonstrated understanding of Family and Children’s Services and relevant Commonwealth and State Policies, Legislation and Standards.</p><p>3. Demonstrated HR skills in people-management, staff support and coordination</p><p>4. Excellent oral communication and writing skills 5. Ability to investigate and prepare reports, recommendations and policy on complex issues</p><p>6. Demonstrated ability to work effectively and cooperatively as part of a team</p><p>7.
