<p> SERVIR Program Demand Activity Scope of Work</p><p>Name: TBD Position: Local Development Specialist 1 Specialist in each of the following 4 countries: Malawi, Namibia, Location: Rwanda, and Zambia The SERVIR Program Demand: Cultivating Use of Better Information Contract Name: Activity (The SERVIR-PD Activity) Contract No.: Task Order No. AID-OAA-TO-12-00027 Status: Short Term Technical Assistance Period of Performance: May 1, 2015 – August 30, 2015 Total Level of Effort: 20 Days Supervisor: Evaluation Team Leader</p><p>Background</p><p>Established in 2004 under a partnership between the United States Agency for International Development (USAID) and the National Aeronautics Space Administration (NASA), the overarching goal of the SERVIR Program is to improve environmental management and resilience to climate change on a global scale. The program bridges the gap between data and decision-making by bringing together relevant local and regional institutions. SERVIR partners share their expertise and train government analysts in Earth observation technologies and geospatial information systems. Together, SERVIR partners use science and technology to address critical needs: preparing for extreme events, improving resilience to climate change, managing water resources, increasing food security, and encouraging better management of land and forest resources to promote sustainable growth. NASA partners with DAI and with local organizations to implement the program. The Regional Centre for Mapping of Resources for Development (RCMRD) serves as a regional hub to implement activities in East and South Africa region.</p><p>The SERVIR Program Demand Activity – also referred to as the “SERVIR Demand Activity” or simply “SERVIR Demand” – was launched in July 2012 as a task order separate from the overall SERVIR Program managed by the NASA Coordination Office (CO) in Huntsville, Alabama. The SERVIR Demand Activity is currently being implemented by DAI. The key objective of the SERVIR Demand Activity is to help USAID strengthen the capacity of SERVIR users to utilize the geospatial tools and decision-support applications created by the SERVIR program. In other words, the Demand Activity is focused on cultivating the demand for and increasing the uptake of user-friendly climate change decision support tools and applications supported by SERVIR, while building the capacity of stakeholders to incorporate such data into development decision-making.</p><p>The Activity is comprised of the following six tasks: 1. Increase demand for SERVIR Program tools and services 2. Evaluate impact of SERVIR Program hub activities to address climate change 3. Implement SERVIR Program outreach and communications activities 4. Develop SERVIR Program hub sustainability plans 5. Assist USAID field missions with new SERVIR Program hubs 6. Administer Grants under Contract program.</p><p>1 Objective</p><p>Under Task 2, the DAI team is conducting a performance evaluation of the activities related to the development and implementation of the Land Cover Mapping for Green House Gas Inventories Development Project in East and Southern Africa Region (GHG Activity), which was developed under the SERVIR-East and South Africa program hosted by RCMRD. The general objective of this project is to improve GHG Inventories for the Eastern and Southern Africa Region countries through the training and development of proper land cover maps for the Agriculture and Land Use, Land-Use Change and Forestry (LULUCF) sectors. The activity is expected to produce complete, well documented and transparent Land Cover data for the years 2000 and 2010 for the LULUCF component, as provided for in the IPCC Guidelines. In addition, it will provide land cover mapping training for the specialists in Botswana, Ethiopia, Malawi, Mauritius, Namibia, Rwanda, Tanzania, Uganda and Zambia.</p><p>This evaluation is meant to provide USAID, NASA and RCMRD with answers to the following questions: 1. What are (or how can one define) the development objectives of the GHG Activity In East and Southern Africa Region and how do they relate to SERVIR objectives? 2. Is there evidence that the GHG project was instrumental in developing Sustainable National GHG Inventory Management Systems in the ESA region? Are/were there better alternatives? 3. What value do stakeholders in different ESA region countries place on the GHG Activity implemented by RCMRD? 4. What practices of the GHG project implementation were effective/ ineffective? What lessons can be learned? </p><p>Key Tasks</p><p>The Local Development specialist will support the Team Leader and the Evaluation Team in all aspects of in-country data collection for the evaluation. He/she will provide input into developing empirical research instruments for the evaluation, will be responsible for arranging logistics and meetings/interviews to facilitate data collection in the assigned countries (each Local Development Specialist will be assigned two countries), conduct literature review for the documents written in local languages, provide interpretation during the interviews that cannot be conducted in English or conduct such interviews under the supervision of the Team Leader, and assist the Team Leader in compiling and completing the evaluation report.</p><p>Up to 4 days of local travel may be required and the schedule of the trips will be determined during the first two weeks of project implementation. The following section provides a detailed estimate of the total amount of days anticipated for each activity for the Local Development Specialist, but actual LOE may vary. If LOE for an activity is expected to exceed estimated by more than a day, however, it should be communicated to the Team Leader before delivering the excess LOE.</p><p>Expected LOE per Task</p><p>LOE Task (days) 1. Participate in kick-off meeting (may be a “virtual” meeting) and conduct other 2 preparatory work for the field implementation of the evaluation, including initial desk </p><p>2 LOE Task (days) review, review of project documents and literature, search for local data sources, and review of the evaluation methodology and tools. 2. Facilitate data collection in the assigned countries, including scheduling and support in conducting Key Informant Interviews (KII), Focus Group Discussions (FGD), and 14 mini-surveys according to the workplan. 3. Support preliminary analysis of collected data and assist in any USAID presentations 2 as required. 4. Provide comments to the draft Evaluation Report. 2 5. Tasks not included in this SOW may arise as the study unfolds or result from unanticipated requests from the DAI office. Unforeseen tasks will be assigned as appropriate. N/A Total LOE 20</p><p>Deliverables</p><p>Any project related deliverables will be submitted to the consultant’s designated Supervisor and the DAI SERVIR Demand Program Manager for input and quality assurance at least two working days prior to submission to the Client. Final deliverables will be submitted to the Client by the Program Manager after approval by both the Team Leader and DAI’s SERVIR Demand Activity Chief of Party.</p><p>The Local Development Specialist will be responsible for the following deliverables. Please note that all deliverables must be submitted electronically using Microsoft Office Word or Excel.
