<p> MHDO Public Hearing Summary of Changes March 6, 2014</p><p>Chapter 10: Determination of Assessments (routine technical)</p><p>Textual Changes:</p><p> Definition of health care provider, Augusta Mental Health Institute is now Riverview Psychiatric Center (page 1)</p><p> Definition of health care provider, Bangor Mental Health Institute is now the Dorothea Dix Psychiatric Center (page 1).</p><p> Definition of Pharmacy Benefits Manager (22 MRSA, Section 2699) has been repealed and replaced with a new section defining Pharmacy Benefits Manager as found in the insurance code (24-A MRSA, Section 1913) (page 2). </p><p> Removes the word cash and replaces it with fund balance that the MHDO will use in determining the amount of the “assessment reduction” that will be applied proportionately to the categorical groups assessed.</p><p>Justification: This proposed rule change is intended to more accurately reflect the agency’s financial position by moving from cash to an accrual accounting structure and updates definitions. </p>
