CITY COUNCIL AGENDA REPORT

City of Anaheim DEPARTMENT OF PUBLIC WORKS

DATE: AUGUST 19, 2014 FROM: DEPARTMENT OF PUBLIC WORKS SUBJECT: ACQUISITION OF REAL PROPERTY AT 1180 NORTH BROOKHURST STREET FOR THE BROOKHURST STREET IMPROVEMENT FROM I-5 TO THE SR91 FREEWAY (R/W ACQ2013-00446)

ATTACHMENT (Y/N): YES ITEM # 05

RECOMMENDATION: That the City Council, by Motion, approve the Acquisition Agreement for the purchase of Real Property located at 1180 North Brookhurst Street, authorize the Mayor and City Clerk to execute the Agreement and authorize the acquisition payment of $428,000 to Maria De Jesus Rivas and Jesus Vargas.

DISCUSSION: The Department of Public Works is acquiring right-of-way along Brookhurst Street for the Brookhurst Street Improvement from I-5 to the SR91 Freeway Project (Project). The property located at 1180 North Brookhurst Street is being acquired for this project.

Brookhurst Street is a north/south arterial street, and is classified as a Major Arterial Highway. The Project proposes to widen Brookhurst Street from four lanes to six lanes within project limits to more effectively accommodate existing and future traffic volumes along Brookhurst Street. It will bring the roadway into compliance with the City’s General Plan and the County of Orange Master Plan of Arterial Highways, as well as enhance the corridor’s aesthetics and improve vehicular safety along the corridor through construction of raised landscaped medians to limit cross traffic along Brookhurst Street. On January 29, 2013, the City Council found and determined that the Initial Study and Mitigated Negative Declaration and Mitigation Monitoring Plan are adequate to serve as the required environmental documentation for the Project. At the south boundary of the project, the alignment will match the improvements constructed as part of the I-5 Freeway widening project.

The Project will include bikeways, sidewalks, curb and gutter, rubberized asphalt overlay pavement, concrete bus pads, traffic signal improvements, landscaping of raised medians and parkways, drainage system improvements, and a wide greenbelt with a meandering sidewalk along the east side of Brookhurst Street between Falmouth Avenue to just south of the SR-91 Interchange. This segment of Brookhurst is the only segment between SR-91

200 S. Anaheim Blvd. Freeway and Pacific Coast Highway that has not been widened to six lanes. Suite #276 Anaheim, CA 92805 Tel: (714) 765-5176 Fax: (714) 765-5161 www.anaheim.net The property owners have agreed to the purchase price of $428,000. The amount of the purchase price is based on fair market value.

IMPACT ON BUDGET: Restricted transportation funds for this project, including funding from OCTA through the Arterial Capacity Enhancement program and Gas Tax funds, are budgeted in the Public Works FY 2014/15 Capital Improvement Program.

Respectfully submitted,

Natalie Meeks Director of Public Works Attachment: 1.
