<p> ORDINANCE NO. G-6105</p><p>AN ORDINANCE AMENDING CHAPTER 28 OF THE PHOENIX CITY CODE BY AMENDING SECTION 28-39 PERTAINING TO SEWER SERVICE CHARGES AND SECTION 28-92 PERTAINING TO SEWER ENVIRONMENTAL RATES WITHIN AND WITHOUT THE CITY; AND PROVIDING FOR AN EFFECTIVE DATE OF THE FIRST BILL-DAY OF MARCH, 2016.</p><p>______</p><p>BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PHOENIX as </p><p> follows:</p><p>SECTION 1. That the Phoenix City Code, Chapter 28, entitled “Sewers”, is </p><p> hereby amended as follows:</p><p> a. Section 28-39 is amended to read:</p><p>“Section 28-39. Sewer service rates and charges within and without the City.</p><p>(a) There shall be charged the following monthly service rate for customers </p><p> receiving City of Phoenix sewer service inside the limits of the City of </p><p>Phoenix:</p><p>1. Multi-City Subregional Operating Group (SROG) Agreement </p><p>Members.</p><p>Sewer User Billing Rate Member Per Thousand Gallons City of Glendale $ 1.16683 City of Mesa $ 1.06008 City of Scottsdale $ 1.10912 City of Tempe $ 0.75877</p><p>(b) In addition to user charges and other charges, all residential, </p><p> commercial and industrial users shall pay a billing and collection charge of $1.00 per </p><p> billing per month.</p><p>(c) In addition to user charges and other charges, car washes, laundries, </p><p> restaurants, bakeries, service stations and auto repair shops and other commercial and </p><p> public users with dining facilities shall pay a commercial inspection charge of $19.53 per</p><p> month. </p><p>(d) In addition to user charges SROG member cities shall pay all sample </p><p> collection and analytical costs associated with sampling activities at SROG facilities. </p><p>These costs are established every December for the upcoming year by the Water </p><p>Services Director and are determined by using the same unit cost amount used by the </p><p>City of Phoenix for sample collection and analytical activities within the City limits.</p><p>3 Ordinance G-6105 (e) In addition, all industrial users, including platers, shall pay an industrial waste pretreatment monitoring charge of $0.2918 per hundred cubic feet of sewage discharged. </p><p>(f) All customers served directly by the City and located outside the City limits shall pay at a rate of one and a half times the rate for the same classification of service inside the City. In determining the amount the Finance Director shall charge these customers the same user rates as customers inside the City and will add to this amount, as an "other charge", an amount sufficient to make the total charge payable by such customers equal to one and a half times the amount paid for the same classification in the City. </p><p>(g) There shall be a minimum monthly charge for all customers receiving </p><p>City of Phoenix sewer service in the amount of $4.50 per billing.</p><p>(h) All significant industrial users who are required to obtain a permit per </p><p>Sec. 28-45 of the City Code will be assessed an annual pretreatment monitoring fee of </p><p>$1,009.00.”</p><p>**** **** **** ****</p><p> b. Section 28-92 is amended to read:</p><p>“Section 28-92. Sewer environmental rate.</p><p>(a) In addition to other rates and charges set forth in this Chapter, there </p><p> shall be charged monthly the following sewer environmental rate for </p><p> customers receiving City of Phoenix sewer service located within the </p><p>4 Ordinance G-6105 City Of Phoenix:</p><p>Environmental Rate per Hundred Cubic Feet User Category (CCF) Residential user $ 0.5385 $0.5350 Commercial and public user $ 0.5385 $0.5350 Industrial user $ 0.5385 $0.5350 </p><p>(b) All customers served directly by the City Of Phoenix and located </p><p> outside the City Of Phoenix’s limits shall be charged monthly a sewer </p><p> environmental rate in the amount of one and a half times the sewer </p><p> environmental rate for the same classification of service inside the City </p><p> of Phoenix.”</p><p>SECTION 2.
