<p> SPECIAL MEETING OF THE LOUISVILLE TOWN BOARD TOWN OF LOUISVILLE, NEW YORK APRIL 27, 2016; 6:00PM</p><p>BOARD MEMBERS PRESENT: LARRY LEGAULT, SUPERVISOR GAIL SCHNEIDER, COUNCILWOMAN PATRICK CARROLL, COUNCILMAN DAVID MOULTON, COUNCILMAN BOARD MEMBER ABSENT: DAN O’KEEFE, COUNCILMAN </p><p>Supervisor Legault called the meeting to order at 6:06pm.</p><p>Moved by Councilman Moulton, seconded by Councilwoman Schneider and duly carried to enter into executive session at 6:07pm to interview a potential new employee.</p><p>Moved by Councilman Moulton, seconded by Councilwoman Schneider and duly carried to reenter the special meeting at 7:17pm.</p><p>There was discussion concerning the hiring of a full time employee for the Community Center and Parks. Councilman Carroll is opposed to the hiring of a full time position. Also, all new employees will be required to have a drug test prior to working for the town. They will also be required to sign a form with Supervisor Legault that they have read and understand the Town Policies concerning drug use, cell phone use, and the disciplinary process. The paperwork will be handled by Supervisor Legault and Supervisor of Recreation and Maintenance LaValley. </p><p>The Job descriptions were updated by Councilwoman Schneider and handed out to the Board members. They will be reviewed and the Job Description Policy will be amended at the May Board meeting with Summer Work Scope- Louisville, Recreation Maintenance Worker job description, Town Summer Employees job description, and summer employees for NYPA facilities job. Also the list of duties for the summer employees (Summer Work Scope- Louisville) that is to be included in the new employees starting paperwork was handed out. The wording for the drug policy and the cell phone use may need to be modified to match these pages. Clerk Cameron will forward a copy to Councilman O’Keefe for a comparison. </p><p>Moved by Councilman Moulton, seconded by Councilwoman Schneider to hire Jared Stearns as a Recreation Maintenance Worker at $11.00/hour for a 40 hour week, no paid lunch. The vote was as follows: Councilwoman Schneider- Aye, Councilman Moulton- Aye, Councilman Carroll- Abstain, and Supervisor Legault- Aye. The motion passed. Supervisor Legault will contact the applicants. Although Councilman O’Keefe was unable to attend the meeting he messaged the Board that he supported the hiring of Jared Stearns.</p><p>Moved by Councilwoman Schneider, seconded by Councilman Moulton and duly carried to hire the following as summer employees for the Town and NYPA facilities at a rate of $9.75/ hour: Lauren Orosz, Connor LaPage, Annie Casey, Andrew Matthews. </p><p>Supervisor Legault reviewed the purchase order of the backhoe from Milton Cat. The original purchase order was in the amount of $86,466.16 but that backhoe will not be available until June. The backhoe’s cost (that is available) is $88,974.52. This is a difference of $2,508.36. Renting a backhoe for this season will cost $2,500.00 plus $900.00 for delivery. Moved by Councilman Moulton, seconded by Councilwoman Schneider and duly carried to rescind the original purchase SPECIAL MEETING OF THE LOUISVILLE TOWN BOARD TOWN OF LOUISVILLE, NEW YORK APRIL 27, 2016; 6:00PM order to Milton Cat for the purchase of a Caterpillar Backhoe for $86,466.16. Moved by Councilman Moulton, seconded by Councilwoman Schneider and duly carried to purchase a Caterpillar backhoe from Milton Cat for $88,974.52 with money borrowed from Capital and paid back with a 3 year loan. The 1 st annual payment is to be made one year from the delivery date. The backhoe we currently own will be traded in for $2,500.00.</p><p>Moved by Councilwoman Schneider, seconded by Councilman Moulton and duly carried to have Tina Huto clean the Louisville Municipal Building at a rate of $120.00/week. Ms. Euto will be paid monthly through the abstract. Clerk Cameron will review the list of duties with her and submit the list to the Board for the job description policy.</p><p>Councilwoman Schneider reported that the ISO meeting went well with the Town Engineer, Town Clerk and Fire Department. </p><p>Moved by Councilman Carroll, seconded by Councilman Moulton and duly carried to adjourn the meeting at 7:43pm.</p><p>Respectfully Submitted, </p><p>Joanne Cameron Town Clerk</p>
