Lianne James South Wales Police (Eastern Division) Cheryl Williams Public Health Wales Ben Davies APB Support Team – Cardiff Locality Officer</p><p>Apologies Eryl Drew, Alan Billinghurst, Benni Lepine & Tegan Twigg</p><p>Minutes from the last meeting The minutes were seen as accurate.</p><p>Matters arising There were no matters arising.</p><p>New and Emerging Issues</p><p>Progress on the review of Statutory Services Key Findings; It is important to ensure that there are common values across treatment providers. That they are focused on service users and concerned significant others. Common values should be mirrored in non specific substance misuse services. </p><p>Statutory services are apprehensive about the findings from the review and have requested that the APB communicate a statement of clarity that services won’t be decommissioned. After a brief discussion it was highlighted that there is a perception that elements of the service are at risk. However it was agreed by the Board that statutory services should not be treated differently to any other service commissioned by the APB. Outcomes from the review need to consistent in relation to all SMAF services. The board agreed that it was acceptable to clarify that providers would be given opportunity to deliver services in line with the recommendations of the review; however, it was not agreed to offer any commitment that services would not be subject to tender.</p><p>APB Guidance on reviewing Drug Related Deaths CE explained the DRD report. </p><p>H:\Work\Drug Related Deaths\DRD Guidance 07-14.pdf</p><p>Regional Leads for Substance Misuse are now responsible for co-ordinating drug related death reviews which will be lead through the Harm Reduction Strategic Planning Group. The APB Support Team will complete the case review training and facilitate regular drug related deaths review meetings. Initial focus will be on drug related deaths, a process for non-fatal incidents will be implemented in the new financial year. CE will share the Cardiff & Vale Drug Related Deaths Review Board membership with APB Board members who can identify any gaps. Gareth Hopkins offered to share criminal justice data with CE & BD to ensure a holistic approach.
