
<p>CUMBERLAND EXECUTIVE POSITION SPECIFICATION</p><p>Position Title: DIRECTOR OF RESCUE SERVICES Department: Cumberland Rescue Department Report to: Mayor- Town of Cumberland FLSA Status: Exempt- Appointed- Salaried Grade/ Union/ Hours: TBA/ Non-Union/Full-time</p><p>DUTIES AND RESPONSIBILITES:</p><p>The Director of Rescue Services is responsible for directing and implementing all Emergency Medical Services for the Town of Cumberland, as well as managing the Cumberland Rescue Department. Will perform a variety of technical – clinical- administrative and supervisory tasks to work, plan and organize all services of the Town’s Rescue Department.</p><p> Plans, coordinates, supervises and evaluates EMS operations. Recommend policies and procedures for the EMS Department to implement as directives from the Mayor; Plans and implements the EMS program for the Town in order to better carry out the polices and goals set forth; reviews Departmental performance and effectiveness; formulates programs or policies to alleviate deficiencies; Develops and coordinates the departmental annual budget; plans for and reviews specifications for new or replaced equipment; Operates a motor vehicle, medical equipment, and tools. Responds to and may direct activities at the scene of major emergencies, as required; Directs the operation of departmental in-service training activities; Controls the expenditure of departmental appropriations; Handles grievances, maintains Departmental discipline and conduct of assigned personnel; Prepares a variety of reports as required including the annual report of activities; Plans departmental operation with respect to equipment, apparatus and personnel; supervises the implementation of such plans; Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for and recommends the purchase of new equipment and supplies; Meets with elected or appointed officials, other EMS officials, community and business representatives and the public on all aspects of the Department’s activities; Performs other duties as assigned and which are consistent with the position. May be required to attend conferences and meetings to keep abreast of current trends in emergency management. Will represents the Town’s EMS interests in a variety of Local, State government meetings and conferences.</p><p>MINIMUM QUALIFICATIONS, EDUCATION AND EXPERIENCE:</p><p> Bachelor’s Degree in Emergency Management Services (EMS), Administration or closely related field preferred. Minimum of five (5) years of full-time experience providing emergency medical services as a certified PARAMEDIC in the pre-hospital environment or an equivalent combination of education and experience. Two (2) years experience in a supervisory capacity.</p><p>KNOWLEDGE- SKILLS-CAPABILITIES:</p><p> Knowledge of current standards of care in emergency medicine through applicable EMS Laws, Ordinances, and departmental standard operating procedures and regulations, as well as Statewide EMS organizations. Knowledge and training in the management of large events and the incident command systems. Ability to exercise and evaluate sound judgment in a variety of situations and give effective verbal and written instructions. Knowledge of budget and oversight preparation. Ability to train and supervise subordinate personnel. Ability to perform work requiring good physical condition. Ability to communicate effectively, verbally and in writing with employees, consultants, other governmental agency representatives, Town officials and the general public. Must be able to drive emergency response vehicle(s). Two (2) years experience in a supervisory capacity.</p><p>SPECIAL REQUIREMENTS: Must be Nationally Registered Emergency Medical Technician-Paramedic. Must possess a valid driver’s license without a history of suspensions or revocations. Requires a current State of Rhode Island Department of Health Paramedic license; current CPR, ACLS, and PALS certification. Must have satisfactory criminal records check. Must have satisfactorily passed the Occupational Fitness Examination specific to EMS.</p><p>COMPENSATION: $70,000-$75,000- Annual salary based on Education and Experience.
