Responsibility Organisation Attached </p><p>Job Purpose: </p><p>1. To lead on the development and implementation of effective staff development strategies and plans that supports the Children and Young People objectives for service improvements. 2. Keep abreast of the Principal Social Worker agenda and attend local and national events. 3. Consult with social workers on their developmental needs and areas that impact on their day to day practice and regularly feed back to the DCS. 4. Meet the targets set locally and by the government for social workers post qualifying knowledge and training in Brent. 5. To manage the implementation and training on ‘Signs of Safety’ throughout the borough. 6. To manage the team’s budget and associated commissioning.</p><p>Principal Accountabilities and Responsibilities: </p><p>1. Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the Council. 2. Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability. 3. Manage a customer focused service and the effective use of resources. 4. Ensure that the council’s overall vision, values and ethos are central to the requirements of the service. 5. In the PSW role support effective working relationships and act as an ambassador and advocate with external organisations. 6. As PSW keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards. 7. Develop an effective relationship with front line social workers to gather their views and develop best practice. 8. Manage the work of the Learning and Development Administrator. 9. Promote innovation and challenge in the way training and development is delivered. 10. To develop and promote the ‘Assessed and Supported Year in Employment’ arrangements in Brent. 12. Incorporate the Child’s Voice into every aspect of training opportunity and to the L and D strategic plan. 13. Develop methods of gathering the Voice of the Child in outcome focused feedback from training that has been delivered. 14. Plan and commission trainers against an annual diary that incorporates strategic and local aims and objectives. 15. Where appropriate jointly commission training with other L and D leads within Brent and other authorities. 16. Be able to produce written reports and data analysis on attendance performance and outcomes for the service. 17. Strategic planning and Operational delivery of the PSW role and Learning and Development needs of Children’s Social Care. 18. Ensure that the Director for Children’s services is kept up to date with all the activities related to the PSW role and feedback from staff. 19. Incorporate an outcomes focused approach to the planning, delivery and feedback for social work development and all training events. 20. To write reviews and deliver reports as required. 21. Reporting on data of all types from the work as PSW and write an annual report on training to the senior management teams. 22. Develop a partnership approach to developing social work and best practice in Brent. 23. Use best practice principles to deliver training in house and through the West London Alliance. 24. Undertake any other duties commensurate with the general level of responsibility of this post.</p><p>Job Context:</p><p> Operates within a framework set by Corporate and Departmental Management Teams, but with freedom to influence the shape of services.  Policy and service development involvement.  Wide range of internal and external contacts and partnership working.  Management / leadership of a high performance team.</p><p>DBS Status Enhanced and barred from working with children</p><p>Politically Restricted No</p><p>Version 1: June 2015 Date of Job Evaluation 10/07/2015 Page 2 of 4 Person Specification </p><p>Job Knowledge, Skills & Experience: Specify the qualifications, experience, skills and abilities required.</p><p>Knowledge and Qualifications:</p><p> A relevant professional social work qualification CQSW, DipSW, BSc SW  Train the Trainers or equivalent (Desirable).  Evidence of significant relevant Continuing Professional Development (CPD)  Have an extensive personal knowledge of social work practice  Knowledge of ‘Signs of Safety’ as a method of delivering safeguarding services.  Knowledge of Social Work training and on-going HCPC,CPD Learning and Development requirements  Knowledge and understanding of adult learning styles  Knowledge of budget management and commissioning  Knowledge of incorporating outcomes in analysis of the impact of training</p><p>Experience:</p><p>Track record of achievement at a management level in a similarly large and complex organisation including:</p><p> Experience of devising, delivering and quality assuring training to social workers and other associated staff.  Experience at Team Manager level or above  Extensive experience of offering training to all C&F staff.  Managing complex case work and negotiating with others to problem solve and find resolutions  Working in a complex and diverse environment  Personally delivering training in an adult education context.</p><p>Version 1: June 2015 Date of Job Evaluation 10/07/2015 Page 3 of 4 Skills and Abilities:</p><p> Manage people, performance and budgets.  Leadership and management skills.  Communicating and influencing skills.  Contribute to the longer term development of the service area.  Initiative in developing and delivering innovation in learning and development  Analysis of complex information and translating this into reports  Being responsive to demands and new requirements for Learning and development  Project delivery and implementation in Learning and development  Contribute to inspection preparation.  Working to the available guidance and timescales prescribed by the services needs  Staying abreast of developments in the area of Learning and development for Social Workers and associated staff.</p><p>Version 1: June 2015 Date of Job Evaluation 10/07/2015 Page 4 of 4</p>
