
<p> MALDEN & COOMBE RESIDENTS' ASSOCIATION LIMITED Minutes of the Annual General Meeting held at Warren House, Warren Road on Monday 6th November 2017</p><p>The meeting commenced at 7.40pm.</p><p>The Chairman opened the meeting by welcoming all those present.</p><p>Committee members present: Mr J Greaves (Chairman), Mr J Barr, Mr R Cox, Dr J Kane, Mr J Tarrant, Mrs P Williams</p><p>Apologies: Mr & Mrs de Segundo, Mr & Mrs Morris, Mr R Fletcher, Mr R Taylor, Mr B Kinchin, Mr P Greehalgh, Mrs R Korn, Mr B Southcott, </p><p>Ordinary Resolutions</p><p>1. To approve the Minutes of the Annual General Meeting held on 1st November 2016.</p><p>The Chairman asked for any comments. There were none.</p><p>The Minutes were approved. </p><p>2. To receive the Accounts for the year ending 30th June 2017.</p><p>The Chairman asked for any comments. There were none.</p><p>3. To receive the Report of the Directors.</p><p>The Chairman asked for any comments. There were none.</p><p>4. To note the retirement from office of the following Directors:</p><p>Mr J Greaves, Mr J Barr, Mr B Southcott</p><p>The retirement of the above named Directors was duly noted.</p><p>5. To re-elect those above named wishing to stand again.</p><p>Mr J Greaves was proposed by Dr J Kane and seconded by Mr R Cox. Mr J Barr was proposed by Mr J Greaves and seconded by Mr J Tarrant. Mr B Southcott was proposed by Mr A Peck and seconded by Mr J Barr. . All the above were elected to office by the meeting.</p><p>Other comments</p><p>The Chairman invited any comments from the floor and presaged the invitation by stating that the Committee has received no proposals from anyone wishing to join the Committee and such proposals would be welcome. The Chairman also paid tribute to the substantial and faithful service given by Mrs Diana Butler who had served the Committee over very many years but who had elected to stand down during the past year. Mrs Butler’s contributions were duly acknowledged by those present who applauded loudly.</p><p>Mr R Compton repeated his concerns that he registered at the previous AGM with regard to the new wearing course applied to the footpath areas in George Road which was too fine in texture such that during inclement weather the material splashes up to school railings etc leaving stains when dry. The meeting agreed that the matter should be taken up again and that approaches should again be made to RBK to see if a sealer or similar could be applied to cure the problem.</p><p>Mrs Burkeman raised questions regarding leaf clearance and also wanted an explanation regarding the issue of permits for residents car windscreens. The Chairman explained that RBK’s obligations regarding leaf clearance along the scheduled roads was such that they would clear leaves that were gathered by themselves but would not undertake to clear leaves that were gathered by residents. He then went on to explain the issue of permits and said that the Committee were currently reviewing their distribution and mentioned that there is a missheld belief by some that the annual contributions made by residents to MCRA have nothing to do with the permits and are solely to support the financing operations of MCRA’s administrative costs.</p><p>Mr D Clark repeated his concerns made in the previous year with regard to the introduction of yellow lines at the Warren Road corner junction with Kingston Hill. He said that yellow lines were necessary to suppress the excessive parking at such a narrow entrance to the Estate which made manoeuvring of traffic well nigh impossible. Mr Tarrant said that the introduction of yellow lines would only serve to push parked cars further into the Estate. The Chairman said that the question of yellow lines at the Kingston Hill end of Warren Road would be discussed at the next Management Committee meeting. Mr de Rocafort said there was also pressure by parked cars in Warren Road outside Fairlawn opposite Pagget Place.</p><p>Mr McRoberts asked if there was policy regarding the use of cones especially in George Road. The Chairman said that the use of cones had nothing to do with MCRA. He said that MCRA had lobbied RBK to introduce yellow lines to reduce the need for the use of cones by various parties and mentioned the use of cones by Stoke Road residents to discourage school parents from parking on the verge areas in their road at school drop-off/collection times. Mr Tarrant said that residents do not like the use of cones.</p><p>Mr Barr asked whether RBK have a vermin control programme that could take care of the proliferation of grey squirrels on the Estate. There is not.</p><p>Mrs Burkeman emphasised that the persistent parking by school parents in Stoke Road is something that is being ignored especially where the need for clear access for emergency vehicles is concerned.</p><p>Mr de Rocafort asked what controls were in place at the non-barrier entrances to the Estate. The Chairman explained that MCRA are close to completing arrangements to install a manual barrier at the Kingston Hill end of Warren Road. In addition CCTV would be installed in the coming months at the Kingston Hill Estate entrances in both George Road adjacent to the Coombe Wood Golf Club clubhouse and also in Warren Road. The Chairman added that the newly installed CCTV at the Coombe Lane West Estate entrance by the barrier has proved an undoubted success with 24 hour/day recording resulting in success prosecutions by the police through evidential video stream obtained by our CCTV equipment. Cllr Humphrey reminded the meeting that the Maldens & Coombe Act contains nothing with regard to control of pedestrian traffic which is free to come and go. The Chairman said that a highly successful meeting was held at the Coombe Hill Golf Club in conjunction with the Neighbourhood Watch Scheme. It proved to be a source of very useful information and advice on security measures for residents to employ. The scheme also issues regular updates regarding information concerning burglaries, violent interventions etc. The most recent burglary occurred in Warren Park on 4th November. Mr Ludlow said that burglars and the like are obtaining personal information regarding individual residences by intercepting post, riffling through waste bins for information etc.</p><p>Mr Butler said that the gatemen continue to do a fine job and asked that the Committee should relay that fact to the gatemen and let them know that they are appreciated. Mr Taviner said that MCRA hold regular meetings with the gatemen throughout the year and they are told how much they are valued and appreciated by the residents. They are also appreciated by the MCRA Management Committee who meet regularly and minutes of their meetings always record their admiration of and thanks to the gatemen.</p><p>Mr Taviner said that everbody present should be heartened by the fact MCRA have tightened up considerably with security insofar as they can go. He mentioned the fact that the distribution of permits has been tightened resulting in the reduction of permits in circulation which in turn appears to have stopped the incidence of rat-runners who have hitherto obtained permits by devious means and caused a lot of trouble including verbal assaults on the gatemen at the barrier. He also explained that Warren House has been pro-active and worked closely with MCRA to introduce their own permit system for use by their clients which requires them to produce their Warren House permis at the barrier upon requesting access onto the Estate at the barrier. The system has proved most effective with an immediate and considerable drop in the number of people wrongfully attempting to gain entry. Furthermore this coupled with the installation of efficient CCTV at the barrier with more CCTV at the other two entrances already mentioned and the installation of a manual barrier at the Kingston Hill end of Warren Road will combine to make the Estate a safer and better place in which to live.</p><p>Mr Madanat suggested that the misuse of permits by some golfers could be remedied by an insistence that golfers REGISTERED OFFICE: Mendip Cottage, Renfrew Road, Kingston upon Thames, Surrey KT2 7NT REGISTERED IN ENGLAND AND WALES NO: 00413214 show their membership cards at the barrier. He also mentioned that growing evidence of trash etc which appeared to be littering the Estate and the need for waste bins. MR Tarrant said that a waste bin had been introduced in Warren Road in the past. It was the case that people did not use the waste bin but deposited trash all around it rather than in it. It was decided that the thing was such an eyesore that it was taken away. It was agreed that MCRA should talk with RBK with a view to increasing the scavenging operations on the Estate to remedy the litter situation.</p><p>Mr Peck introduced himself to the meeting and told all about his activities over the year with the Conservation Committee. The Conservation Committee represents the whole Estate. He remarked on the use of cones down one side of Renfrew Road (which is a narrow road) and how successful the use of cones had been in regularising traffic flow. Unfortunately no sooner had the cones been introduced when they were taken by persons unknown. He went on to explain how he had been keeping an eye on the property known as The Well House which is in George Road next to the Kingston Lodge Hotel. Although it is “off-Estate” it is giving rise for considerable concern. He has been keeping MCRA in the loop especially regarding proposal for development. It has recently gone to auction following several sellings-on by would be developers. It did not reach its reserve price so no further news at the moment. However and in the interim considerable advice has been given and information obtained by Ian Albutt who is a Barrister at Law and who lives in George Road near the Well House. Mr Albutt is compiling a dossier of restrictions and pre-conditions regarding any future development including important restrictions relating to contractor or sub contractor delivery times (not clashing with children being delivered or collected) and ingress and egress from Kingston Hill only and no parking on the Estate.
