
<p> CITY OF LEEDS Minutes September 3, 2014 6:00 PM</p><p>A regular meeting of the Leeds City Council was called to order by Mayor Lloyd Himle on Wednesday, September 3, 2014, 6:00 pm at Leeds City Hall. This meeting was moved from Monday, September 1, 2014 due to the Labor Day Holiday. Present were Council Members: Kyle Nelsen, Linda Himle, Terry Westphal and Rob Nelsen. Also present were Brad Muscha and Adam Underwood with Moore Engineering, Gywene Owens, and Alan Lundstrom. City employees: Edythe Nelsen, Nicky Ritterman, Justin Nelsen and Kari Follman.</p><p>Public Hearings/ Public Comments Gywene Owens presented the council with concerns with a health and safety issue. She would like an above ground storage fuel tank removed.</p><p>Alan Lundstrom was present to discuss entering into a written agreement on use of City Property behind City Shop. The City will prepare an agreement for Mr. Lundstrom to review and sign.</p><p>Police Sheriff Rohrer was absent </p><p>Moore Engineering A motion was made by Kyle Nelsen, seconded by Westphal, to paint the water tower blue (specific shade to be determined later after consulting with Tri State Coatings), with black lettering with a font to be determined. The motion carried.</p><p>Kyle Nelsen made a motion to accept low bid on telemetry bid of $29,799.00 from Integrated Process Solutions, INC., seconded by Westphal. The motion carried.</p><p>Moore Engineering will present a final report on the findings from the Sanitary Sewer Televising project at a special meeting on Sept 24, 2014.</p><p>Public Works Superintendent: Kyle Nelsen made a motion to waive City labor fee for re-hanging Leeds Banners for the Leeds Active Women, seconded by Westphal. The motion carried.</p><p>A motion was made by Kyle Nelsen, seconded by Westphal to accept water plant meter readings report. The motion carried.</p><p>Kyle Nelsen motioned to accept Public Works Superintendent’s recommendation to terminate land fill employee, Kayla Wentz. Linda Himle seconded the motion and it carried. Written notification was prepared and signed by the Mayor.</p><p>Financial</p><p>1 of 3 | P a g e L e e d s C i t y C o u n c i l S e p t e m b e r 3 r d , 2 0 1 4 Kyle Nelsen made a motion, seconded by Linda Himle to approve time sheets for the Public Works Department employees. The motion carried.</p><p>Rob Nelsen made a motion, seconded by Westphal, to approve time sheets for Library, Landfill and Auditor employees. The motion carried.</p><p>A motion was made by Kyle Nelsen, seconded by Linda Himle, to accept financial reports. The motion carried.</p><p>Kyle Nelsen motioned to approve the preliminary budget, seconded by Linda Himle. The motion carried.</p><p>A motion was made by Linda Himle, seconded by Rob Nelsen, to approve August 2014 meeting minutes. The motion carried.</p><p>Old business: A motion was made by Rob Nelsen, seconded by to Linda Himle; to place City owned property located east of Envision for sale by bids. Kyle Nelsen is to provide the legal description. Kyle Nelsen abstained. The motion carried. </p><p>Kyle Nelsen made a motion to accept renewal of Edythe Nelsen’s building permit for a storage shed. She had obtained the building permit in 2013, and the storage shed will now finally be delivered. The motion was seconded by Linda Himle. The motion carried.</p><p>New Business A motion was made by Kyle Nelsen, seconded by Linda Himle, to deny building /mowing permit application submitted by Bob Smeltzer. The application states that a shed will be moved from the Donald Blegen residence. Mr. Blegen’s property currently has a tax lien in place. The motion carried.</p><p>Rob Nelsen made a motion to accept a building permit for Kim Thorp for a storage shed located behind her house, seconded by Linda Himle. Kyle Nelsen opposed this motion. The motion carried.</p><p>A motion was made by Rob Nelsen, seconded by Westphal, to approve Kim Thorp second building permit application for a storage unit at lot 10 &S2 of lot 11, block 1, Gronbecks addition. The motion carried.</p><p>Kyle Nelsen made a motion, seconded by Rob Nelsen, to waive invoice to Park Board. The motion carried.</p><p>A motion was made by Kyle Nelsen, seconded by Linda Himle, to send a letter to United Community Insurance agency outlining concerns the City has. Billing was not received for State Fire and Tornado insurance policy and the policy is expired. The motion carried.</p><p>A motion was made by Linda Himle, seconded by Kyle Nelsen, to approve payroll & accounts payable. The motion carried. The bills are as follows:</p><p>Benson Co.
