<p> THE CITY OF NEW YORK DEPARTMENT OF HOUSING PRESERVATION AND DEVELOPMENT OFFICE OF DEVELOPMENT 421-b PARTIAL TAX EXEMPTION PROGRAM 100 GOLD STREET, SECTION V, NINTH FLOOR NEW YORK, NEW YORK 10038 (212) 863-5421 NEW CONSTRUCTION PROJECTS START OF CONSTRUCTION AFFIDAVIT</p><p>The date of “Commencement of Construction” of your project is a very important date under the 421-b Law. It establishes that your project has begun within the time specified by the statute and establishes the prior tax year for the setting of the “mini-tax” which is based upon the existing assessed value of the land parcel that must be paid during construction as well as during the period in which 421-b tax benefits are in effect.</p><p>If the site was previously improved with a private dwelling that was fully demolished and removed on or after September 1, 2004, the tax lot, including the land and improvements, upon which the former private dwelling was located is not eligible for 421-b benefits for a period of three (3) years from the date of issuance of the demolition and removal permit.</p><p>All applicants must provide evidence of construction starts by submitting to this Department an affidavit from your architect or engineer certifying the date of installation of initial footings and foundation. Your architect or engineer must also state whether a private dwelling on the site was fully demolished and removed on or after September 1, 2004.
