<p> Citizen Complaint Authority Board Meeting Minutes December 5, 2016</p><p>Attendees Present</p><p>Board Paul Diamond, Board Vice Chair Jerry Bedford, Jr., Board Member Annette Delaney, Board Member Peter Draugelis, Board Member Dorianne Mason, Board Member</p><p>Staff Kim Neal, CCA Director Pamela King, Chief Investigator Dena Brown, CCA Investigator Aaron Fitzgerald, Investigator Michelle Bonner, Sr. Administrative Specialist Sergeant George Jason, IIU Zach Southwood, Assistant City Solicitor</p><p>Absent Attendees</p><p>Bernadette Watson, Chair Karen Osborne, Board Member</p><p>On behalf of Chair Bernadette Watson, Vice Chair Paul Diamond called the meeting to order at 5:06 p.m. and read the Introduction and Mission Statement. </p><p>Minutes from Previous Minutes</p><p>A motion was moved by Jerry Bedford, Jr. and seconded by Annette Delaney to accept the minutes from the November Board meeting. The Board accepted and approved the minutes. (Agree 5 - Oppose 0 - Abstain 0).</p><p>Director’s Report</p><p>Director Kim Neal presented 6 investigation reports to the Board. In total, these cases involved 10 officers with 12 allegations with the recommended decisions of 1 exonerated, 7 not sustained and 4 unfounded. Director Neal also provided CCA’s past and future outreach schedule and CCA department updates. </p><p>Public Comment</p><p>None</p><p>Unfinished Business </p><p>None</p><p>New Business</p><p>CCA Case Number 15082 A motion was moved by Jerry Bedford, Jr. and seconded by Peter Draugelis to accept CCA’s recommended finding. Motion Passed. (Agree 5 - Oppose 0 - Abstain 0). CCA Case Number 16104 Officer Guy Abrams – excessive force (physical) allegation: A motion was moved by Jerry Bedford, Jr. and seconded by Peter Draugelis to accept CCA’s recommended findings. Motion Failed. (Agree 2 - Oppose 3 - Abstain 0). </p><p>Officer Kevin Holmes – excessive force (taser) allegation: A motion was moved by Jerry Bedford, Jr. and seconded by Peter Draugelis to accept CCA’s recommended findings. Motion Failed. (Agree 2 - Oppose 3 - Abstain 0).</p><p>Board Recommendations:</p><p>A motion was moved by Dorianne Mason and seconded by Annette Delaney to amend CCA’s recommended findings from not sustained to sustained. Motion Passed. (Agree 4 - Oppose 1 - Abstain 0).</p><p>Add an additional recommendation: De-escalation should have been employed at the commencement of interaction.</p><p>CCA Case Number 16122 A motion was moved by Jerry Bedford, Jr. and seconded by Annette Delaney to accept CCA’s recommended findings. Motion Passed. (Agree 5 - Oppose 0 - Abstain 0).</p><p>CCA Case Number 16123 A motion was moved by Dorianne Mason and seconded by Annette Delaney to accept CCA’s recommended findings. Motion Passed. (Agree 4 - Oppose 1 - Abstain 0).</p><p>CCA Case Number 16129 A motion was moved by Annette Delaney and seconded by Jerry Bedford, Jr. to accept CCA’s recommended findings. Motion Passed. (Agree 5 - Oppose 0 - Abstain 0).</p><p>CCA Case Number 16139 A motion was moved by Peter Draugelis and seconded by Jerry Bedford, Jr. to accept CCA’s recommended findings. Motion Passed. (Agree 5 - Oppose 0 - Abstain 0).</p><p>Recommendation: Amend the word “biased” where it is reference to witnesses in the report.</p><p>The investigation reports will be forwarded to the City Manager for final determination.</p><p>Announcements</p><p>None</p><p>Closing</p><p>A motion was passed to adjourn the meeting. The Board meeting adjourned at 7:25 p.m. The next meeting will be held on Monday, January 9, 2016.</p>
