Sharma, Dr K Dawes, Dr J Nancarrow, Dr N.Shather, Dr G. Cox, Dr P. Prashara, Dr V. Mittal</p><p>In attendance: Mrs. J. Ross (PCT) Ms Judith Shorrock, Mrs Chris Russell, Dudley MBC.</p><p>1. APOLOGIES No apologies have been received for the LMC meeting 03/07/09.</p><p>2. CONFIRMATION OF MINUTES The minutes of the previous meeting held on 05/06/09 were confirmed and signed as correct.</p><p>3. MATTERS ARISING</p><p>3.1 Phase 3 of the Children Centre Development and Extended Services. Judith Shorrock gave an update on the development of services which have increased from 17 to 20 centres. The centres focus on the under fives providing early intervention and prevention (tier 1 and 2). Emphasis is placed on meeting local needs such as parenting skills and childhood behaviour management. Crèche/ playroom facilities are available to enable parents to attend the in house courses. The centres also aim to assist in achieving national standards e.g. immunisation targets in hard to reach families.</p><p>Some of the centres are located within schools and have therefore forged links with the education services. The Children Centres are keen to improve links with Primary Care and Mental Health services, perhaps via the health visitors.</p><p>The issues of confidentiality of information and keeping GPs aware of childhood immunisation were raised. Action: Dr Blackman to take forward ideas – possibly a pilot study with a cohort of GPs.</p><p>1 Dr Horsburgh to arrange planning meeting with Judith Shorrock re – Primary Care liaison.</p><p>3.2 Swine Flu – Following the June LMC meeting, Dr T. Collins has sent out revised Business Continuity Plan to practices as a checklist to establish their state of readiness. Algorithms for management of patients suspected of having contracted the H1N1 virus are updated and cascaded to all GPs from the Health Protection Agency / PCT on a regular basis. Information for receptionists in surgeries is available from the RCGP website. DoH guidelines are been developed for lengthening the period of self certification.</p><p>3.3 The walk-in centre at Holly Hall clinic opened 13th July providing an 8am to 8pm service. Walk-in centres can cost up to £560 per registered patient and the question was raised as to whether this is a sustainable investment. The cost locally is to be investigated.</p><p>3.4 The development of a transfer form / check list for patients transferring GP registration on entering residential care is been worked on by Mrs J. Ross.</p><p>3.5 The letter of proposal regarding GPs hours of work concerning sickness / maternity pay is currently been circulated by Mrs J. Ross. </p><p>4. CHAIRMAN’S COMMUNICATIONS</p><p>4.1 Following a discussion of the merits of providing a fee for attending LMC meetings and sub committee work, so that members are not out of pocket, it was decided that a fee of £50 would be appropriate recompense. To fund this, there would need to be an increase in fees of 13%, as this is a tax allowable expense this percentage increase was felt to be reasonable. Action: Dr Horsburgh to write to GPs for consultation regarding new fee structure.</p><p>4.2 Review of the PMS contract: ongoing by a joint LMC/ PCT working group to be co- ordinated by Sue Cooper (PCT). PMS contract review to be completed by April 2010. PMS contractors who have incomes below the GMS average will receive PCT uplift in income ahead of the review to ensure an adequate funding base line.</p><p>5. CORRESPONDENCE FROM THE BMA</p><p>5.1 LMC Secretary has sent a letter to GP practices giving guidelines regarding patient survey results and the appeals procedure. Action: Dr Horsburgh and Sue Cooper( PCT ) to collaborate to find a way forward.</p><p>5.2 Secretary noted a request from the DoH for GPs to increase involvement in maternity services. The national concern of choose and book security and encryption was discussed.</p><p>5.3 The obligation of GPs to be involved in child protection issues which are not part of the GMS contract was raised. An acknowledgment that GP should therefore be remunerated for this time consuming work outside GMS / PMS contract obligations was supported.</p><p>6. CORRESPONDENCE FROM THE GPC WEST MIDLANDS</p><p>6.1 The GPC WM levy of £884 per annum remains the same as last year.</p><p>6.2 BBOLMC guidance on releasing patient information is to be placed on web site www. dudleylmc.org</p><p>2 7. CORRESPONDENCE FROM THE PCT & HOSPITAL TRUSTS</p><p>7.1 Dudley PCT policy for the Management of Violence and Aggression received and noted.</p><p>7.2 Support from Practice based pharmacists to GP practices has been withdrawn during the swine flu epidemic. </p><p>8. MISCELLANEOUS</p><p>8.1 An invitation was received from Wynn Watley to convene a joint LMC and LPC meeting. Action: Dr Horsburgh to contact Mr Watley.</p><p>8.2 A pharmacy application from Pharmaunison Ltd at New Street, Ettinshall Wolverhampton was received.</p><p>9. ANY OTHER BUSINESS</p><p>9.1 Function Committee feedback- Dr Blackman raised concerns regarding a breach of contract allegations based on an unofficial photograph of a local practice submitted as evidence by PCT officials. LMC will raise concerns over this method of evidence collection with the PCT and review the terms of the alleged breach of contract information.</p><p>9.2 Dr Blackman thanked the committee for his gift given in acknowledgement of his work as LMC Secretary.
