<p> 880/16 AYLESBEARE PARISH COUNCIL MINUTES of the Meeting of Aylesbeare Parish Council held in the Village Hall on Wednesday 1 June 2016 commencing at 7.30pm.</p><p>PRESENT Cllr Ken Chun (Chairman) Cllr Noel Finegan (Vice-Chairman) Cllr Gillian Hichens Cllr Mark Fisher Cllr Peter Williams</p><p>Clerk: Mrs L Parker Others Present: Three members of the public</p><p>1. Apologies of Absence Apologies were received from Cllr Mark Branson who was on holiday, County Cllr Christine Channon who was at another event, District Cllr Matt Coppell who was away and District Cllr Paul Carter who was attending another meeting. </p><p>2. Declarations of interests in Items on the Agenda The Chairman declared a personal interest in item 12 Finance where he was being repaid for items he had purchased on behalf of the Parish Council. He was not required to leave the meeting whilst the item was discussed.</p><p>3. Minutes The Minutes of the AGM of the Parish Council dated 16 May 2016 and the Minutes of the Meeting of the Parish Council dated 16 May 2016 were confirmed to be correct.</p><p>4. Matters Arising A letter has been sent to the Planning Department at EDDC regarding the general opinion, following the Open Days of the Neighbourhood Plan, pertaining to the stand alone house adjacent to the envisaged Village Green. EDDC Streetscene Department has been approached to trim back the edges of the footpath near the playing field. This will be remedied when the next cut takes place.</p><p>5. Police Report No report had been received.</p><p>6. Reports of County & District Councillors No reports were to hand.</p><p>7. Chairman’s Report Following the Parish Council’s application to purchase/lease the playing field the Chairman has met with Mark Williams, Chief Executive EDDC on site. Mr Williams understands the Parish Council’s stance on this situation and will try to think of a way round this to appease both parties. District Cllr Matt Coppell has been very helpful by sending emails to relevant parties in support of the Parish Council.</p><p>Cllr Peter Williams joined the Meeting.</p><p>Phil Stacey and David Griffiths have been busy painting in the playground for which members gave thanks. Unfortunately there is a considerable problem with bird mess on the swings which will need to be resolved soon.</p><p>1 881/16</p><p>8. Clerk’s Report The Parish Council audit has been completed and received by Grant Thornton in Bristol. This will be dealt with over the next few weeks. There does not seem to be a better Societies’ Deposit Account at present. The Clerk has contacted another 7 banks but for one reason or another nothing is more appropriate than the account in place. There is a New Councillor Course coming up in Exeter next month which might be suitable for the 2 new Councillors.</p><p>9. Reports of Parish Council representatives on other bodies Aylesbeare Village Hall AGM: 27 April – Cllr Gill Hichens The Chairman was unable to attend due to ill-health so Faith Elford took the Chair. Copies of the annual report were circulated and approved. The accuracy of the electricity meter would be checked in due course. There are no concerns following the asbestos survey. The committee would remain unchanged for this year. The Minutes would be stored at the Devon Records Office. Further investigations would take place to obtain more storage cupboards. Various small jobs have been undertaken in the hall by volunteers.</p><p>Exeter Airport Consultative Group: 11 May – Cllr Noel Finegan (from May meeting) The Stagecoach West service from Plymouth to Bristol will link with the 56 bus service which serves the Airport. The Airport has objected to the Lidl planning application for distribution warehouses as it is considered that the size and design of the buildings might affect the Airport’s landing system. The Noise Impact Assessment has been received. There were noise maps within the report giving implications for the Airport and extending Cranbrook south of the old A30. Passenger numbers for February 2016 were 2% lower, March was 1% down and April 3% up on the previous year but there is optimism for the summer months. There was no report from Flybe as the representative was unable to attend. From 1 October 2016 the Devon Air Ambulance will start night flying.</p><p>10. East Devon District Council: Planning Application Observations made between meetings, due to time constraints, were ratified: Application No: 16/0985/LBC Applicant: Mr C Hoult Location: Minchin House, 39 Village Way Proposal: Construction of timber framed conservatory Observations: Recommend approval</p><p>11. East Devon District Council: Planning Applications – Approval Application No: 15/2628/FUL (adjacent parish) Applicant: Mr & Mrs M Salter Location: Hill Crest, Rockbeare Hill, Rockbeare Proposal: Demolition of dwelling and erection of replacement dwelling and garaging</p><p>12. Finance Payment of the following invoices was approved: Cheque No Detail Amount 000956 L Parker – Parish Clerk £305.95 000957 K Crompton – donation towards cake for HM Queen’s Birthday celebrations £30.00 000958 K Chun – cost of laptop through Parishes-together fund (£379.95 cost of projector through Parishes-together fund (£299.99 travelling expenses (£9.00 000959 Aylesbeare Village Hall Management Committee: Annual insurance premium £665.00</p><p>2 882/16</p><p>It was noted that a VAT repayment has been received £879.05</p><p>13. Parish Council representatives for the Village Hall Management Committee Following the AGM it was decided that the three representatives to sit on this committee will be Cllrs Gill Hichens, Mark Fisher and Peter Williams, The Clerk would inform the Village Hall Management Committee accordingly.</p><p>14. Neighbourhood Plan The Chairman read notes that been prepared stating the current position with the Neighbourhood Plan. A June newsletter has been produced to respond to comments made by clarifying key points of concern. A copy had been circulated to members and they were in agreement with the wording of this newsletter and are happy for it to be delivered to all properties in the parish during the month of June. There were three key points that need to be confirmed by members of the Parish Council. Does the Parish Council have confidence in the steering group and what they are doing? Are members happy to change the terms of reference to allow the steering group to meet as and when required? Are members happy for the steering group to apply for more grant money in order to complete the project? It was Resolved: that members are in agreement with all these points and give their support</p><p>15. Parishes Together Fund A new laptop has been purchased together with relevant software and also a projector. It will be beneficial to all concerned if the Chairman speaks to the Village Hall Management Committee and/or Film Show group to obtain a screen and suitable fitting so that all can use it. If we can all work together it should be a great benefit. When all the purchases have been made the Clerk can apply for the funding. </p><p>16.
