<p> SOLID WASTE AND ENVIRONMENTAL CONCERNS COMMITTEE ROWINSKI, POWERS, MCCARTY, KOSMER August 14, 2012</p><p>SOIL & WATER CONSERVATION DISTRICT – SCOTT FICKBOHM</p><p>Scott Fickbohm reported that the district received their grant award letter, approximately $300,000, for 15 stream projects which will begin later this year. Scott Fickbohm reviewed the grant proposal that the district has been assisting the Village of Cooperstown with for local waterfront funding to implement pollution reduction and water resource management. Scott Fickbohm requested the Committee consider supporting the Agricultural Plastic Baler Recycling Program with Solid Waste User fee funds of $4,200 annually for three years to lease two trailers at the MOSA southern transfer station for bale storage prior to pick up by one end user. MOSA is preparing a draft lease agreement. Mr. Fickbohm explained that the farmer would deliver their baled plastic to the transfer station where MOSA would unload and stack in trailers. There would be no cost to the farmer. Sorting of different types of plastics and record keeping would be MOSA responsibilities. When the number of bales is sufficient for end user pick up, MOSA would move from trailers to end user’s truck. The Committee asked Mr. Fickbohm to research the cost of side-load trailers and the cost to park two county trailers at MOSA. </p><p>SOLID WASTE </p><p>GAT - Otsego County’s shortfall was 4,355 tons at the end of July. The deliveries for the three counties are below by 15,487 tons. Recycling – 309 tons were collected in July 2012 versus 228 tons last July. The cost per ton for July was $98.57. Karen Sullivan stated that recycling totals would be gathered at year-end for credit to our GAT. She further said that Codes is preparing an RFP for a demolition with the specs to stipulate that all debris be disposed of at MOSA. This will guarantee that the tonnage is credited to Otsego County’s GAT. Karen Sullivan continued the discussion from the July meeting relating to the administrative cost of the Snowmobile Club Program and whether to increase the annual fee. She estimates in a typical year that both the Sr. Planner and the Planner spend 82 hours, plus GIS, at an approximate cost of $4,200. The Committee tabled the topic for further research. Karen Sullivan requested approval to extend the Memorandum of Agreement with Oneida Herkimer for recycling until July 2013. Representative McCarty moved for approval. Seconded, Powers. Total: 4; Ayes: 4. Motion carried. The Committee discussed MOSA’s concern as to why the County’s Resolution establishing an exit date did not include an agreement to pay for an update to the MOSA asset appraisal, if an update is needed. A list of conditions was considered relating to formulating a specific agreement. Representative Rowinski will discuss with Board Chair Clark the suggestion of sending a letter to MOSA. Karen Sullivan pointed out that the MOSA post closure maintenance costs for 2013 will be significantly increased, possibly 70% higher, based on the engineer’s report. SOLID WASTE COMMITTEE Page 2 August 14, 2012</p><p>OTHER</p><p>Karen Sullivan noted that in coordination with OCCA, Salvation Army containers have been placed at the southern and northern transfer stations. A Sneaker Collection bin will be placed at a future date. </p><p>NATURAL GAS</p><p>Representative Powers stated that a speaker has been contacted for the next meeting. The date is to be determined. Representative McCarty asked for an update on Delta Engineering. Karen Sullivan will report at a future meeting.</p><p>A tentative Solid Waste & Environmental Concerns Committee meeting will be held September 26 at 9:15 a.m. in the EMS Training Room at the Meadows Building for the sole purpose of discussing and planning the withdrawal from MOSA. There being no further business to discuss, the committee adjourned until Wednesday, September 12, 2012 at 9:15 a.m. in the EMS Training Room at the Meadows Building. </p>
