<p> Metro-North Railroad’s Capital Program (Updated as of March 31, 2012) CAPITAL PROGRAM ISSUES:</p><p>I. Total Agency Programs $8.189 Billion (excluding CDOT) a) 2010 – 2014 Plan Series 6: $ 1.702 Billion b) 2005 – 2009 Plan Series 5: $ 1.483 Billion c) 2000 – 2004 Plan Series 4: $ 1.708 Billion d) 1992 – 1994 Plan Series 3 $ 625 Million 1995 – 1999 Plan Series 3 $ 1.025 Billion e) 1982 – 1991 Plan Series A $ 1.646 Billion</p><p>II. Top Seven Current Capital Projects: </p><p>ROLLING STOCK: 1. M-8 Cars (Joint Project with CDOT): This project is for the design, manufacture, test and delivery of the New Haven Line M8 EMU Cars. The base contract for 210 cars and the first option for 90 additional cars were awarded on August 21, 2006. Two additional options for 42 and 38 cars were executed respectively. A change order was subsequently executed for 25 single cars. This $1.1 Billion project for a grand total of 405 cars is being funded jointly with CDOT. Metro-North’s share of the project cost is 35% and CDOT’s share of the cost is 65%.</p><p>Project Status: Through February 29, 2012, 78 cars have been conditionally accepted, and an additional 12 cars are expected by March 31, 2012. </p><p>TRACK AND STRUCTURES: 2. Moodna/Woodbury Viaducts (Current Construction Schedule- February 2011- August 2013) Repairs to the Moodna Viaduct will consist of the repair of deteriorated pier foundations and the replacement of several expansion bearings. The superstructure will be refurbished by replacing cracked bottom angles, repairing stiffener angles at expansion joints, and repairing failed structural welds. Repairs to the Woodbury Viaduct will consist of the reconstruction of the east abutment backwall, repairs to deteriorated concrete on several pedestals supporting the superstructure, replacement of expansion bearings, and repairs to stiffener angles at expansion joints. With one of the viaduct’s pier located in Woodbury Creek, the pier’s footing will be reinforced against scour by placing riprap against the base.</p><p>Project Status: Moodna Viaduct: Construction is approximately 75% complete. Major work remaining includes: abutment replacement, six cross frame replacements and weld repair at bent #28. Woodbury Viaduct: Procurement process is anticipated to commence in April 2012. STATIONS: 3. Tarrytown Station Improvement (Current Construction Schedule- June 2009- May 2012) Project consists of demolition and replacement of both north and south overpasses. The new north overpass (only) will be serviced by elevators. Demolition of existing and construction of new track 2/4 island and track 3 side platforms and canopies (Funded by ARRA). </p><p>Project Status: The project is approximately 87% complete. New track 2/4 island platform and north overpass placed into service January 23, 2012. South overpass is erected; work continues with electrical rough-in and off site fabrication of overpass windows. Platform shelters installation on track 3 continues. Construction of 75ft of platform track 2/4 north of north overpass commenced.</p><p>4. Cortlandt Parking and Access Improvements (Current Construction Schedule- August 2009- February 2012 This project improved parking and added major parking capacity on the Hudson Line by further developing the station into a strategic passenger intermodal facility. </p><p>Project Status: - Station opening ceremonies were held on February 15, 2012. </p><p>5. New Haven Line Stations (Phase II -Current Construction Schedule June 2012 – June 2014) Project is to rehabilitate identified station elements at Mount Vernon East, Pelham, New Rochelle, Larchmont, Mamaroneck and Harrison in order to bring these facilities to a state-of- good repair; ensure compliance with the latest applicable Codes and Standards; and Metro- North Railroad (MNR) Station Standards. Station elements that are slated for rehabilitation include: • Platform superstructure (double tees, bearing pads, piers, footings, sealing wearing surfaces). • Canopy and platform lighting. • Tactile warning strip installation. • Platform guardrail modifications. • Overpass and underpass structures. • Platform canopies, stairs, ramps and platform amenities (PA, VMS, benches, bicycle and racks). Project Status- Guardrail replacement at Mamaroneck and Harrison, and guardrail replacement at Mt Vernon East, Pelham and New Rochelle was solicited through the Small Business Mentoring Program (SBMP). An award to two SBMP contractors was executed in February 2012. Procurement process for the construction of all other elements is in progress with an award expected in the 2nd Quarter 2012.</p><p>6. Croton Harmon and Peekskill Upper Hudson Line Station Improvements (Current Construction Schedule October 2010 – October 2012 Croton-Harmon Station – Roof replacement of North overpass and staircases to include: roof drainage modifications, painting of South overpass and staircases, platform improvements, canopy extension, new lighting and new public address system and variable message signage. Peekskill Station - complete renovation of the overpass and staircases to include: operable windows, lighting, heating, elevator upgrades, painting. Platform improvements consist of renovation of both inbound and outbound platforms to include canopies, platform edge repairs and tactile warning strips, platform guardrail, sighting, public address and variable message signage. Project Status: Overall construction is approximately 52% complete. At Croton-Harmon major work to be completed: set two car length platforms tracks 2/4 north of station with full canopy and extend canopy on platform at south overpass. At Peekskill Station, major work to be completed: replace floor deck in overpass, rehab outbound canopy and rebuild elevators. 7. North White Plains Station Parking Improvements This project is to improve access and expand parking at the North White Plains Station. An Environmental Assessment was completed in October 2011. Preliminary Design commenced in October 2011. The completion of the 30% design will result in design/build documents for procurement, expected in the first quarter of 2013. </p>
