<p> JAY SELECTBOARD’S MEETING MINUTES June 18, 2012</p><p>Present: Steve McCourt, Chair; Tim DeMillo; Tom Goding; Justin Merrill; Pearl Cook and Ruth Cushman, Town Manager.</p><p>Also Present: John Johnson, Public Works; Shiloh LaFreniere, Code Officer; Terry Greenleaf, Chuck Haskell, Dan Latham, Daniel Finley, Gilbert Barnaby, Al Landry, Barry Matulaitis, Mary Howes, Mark Holt.</p><p>Pledge of Allegiance: Chair Steve McCourt called the meeting to order with the Pledge of Allegiance.</p><p>Election of Chair and Vice-Chair. M/m/s Tim/Tom for Steve McCourt as chair. Move nominations cease. 4-0-1 vote.</p><p>M/m/s Steve/Tom for Justin Merrill as vice chair. Move nominations cease. 4-0-1 vote.</p><p>Chairman McCourt welcomed Pearl Cook as newest member of the Board.</p><p>Public Hearings: All opened and were closed with no comments. VFW: M/M/S Tim/Tom to allow Pinball License for VFW. 5-0 vote AMVETS: M/M/S Tim/Tom to allow Pinball License for AMVETS. 5-0 vote Hillside: M/M/S Justin/Tom to allow Pinball License for Hillside. 5-0 vote Steppin’ Out: M/M/S Tim/Tom to allow Pinball License for Steppin’ Out. 5-0 vote</p><p>Public Hearings: Opened and closed with no comment LaFleurs: M/m/s Justin/Tom to allow a Special Entertainment Permit. 5-0 vote Mill Street Café’: M/m/s Justin/Tom to allow a Special Entertainment Permit. 4-0-1 vote. Tim abstained as he is the owner of the business.</p><p>Public Hearing: brief questions about the ordinance. General Assistance Ordinance Amendments: M/m/s Tim/Tom to accept the amendments as presented. 5-0 vote.</p><p>Minutes: M/m/s Justin/Tom to accept the minutes as presented. 5-0 vote.</p><p>Old Business: Shiloh LaFrenier was here to discuss what will happen now with the building code. She presented the selectmen with a copy of a draft she would like to give out to the public. </p><p>Annual Appointments: Chair McCourt read the list of appointments (attached) M/m/s Justin/Tom to appoint as presented. 5-0 vote. Selectmen’s Sub-committee appointments: AVCOG General Assembly (1) - Tom Recreation Committee (1) Pearl Road committee (2) Tom & Steve Recycling committee (2) Tim & Tom Ordinance Review (2) Pearl & Justin County Budget committee – Tim</p><p>Meeting Schedule: It will remain the 2nd and 4th Mondays</p><p>Excavator Purchase: M/m/s Tim/Tom to purchase the JCB Excavator for $99,104.80. 5-0 vote.</p><p>24 Jewell Street: The building is down and they are working on the lot.</p><p>There will be no Selectmen’s meeting on June 25th. The next meeting will be July 9th.</p><p>Other Business: Ruth has drafted a letter to send to the Governor. Are there any changes that need to be made? There was one change in population. Ruth made changes and the Selectmen signed the letter. </p><p>Next Road Committee meeting will be June 27th at 7 AM.</p><p>Executive Session: M/m/s Justin/Tom to enter Executive Session under MRSA Title 1 Chapter 13 Section 405 Subsection 6 for the purpose of discussion concerning a legal issue. 5-0 vote. </p><p>Chair McCourt declared us out of Executive Session at 6:45 P.M. with no action as the parties that were scheduled to come understood they should come on the 9th. </p><p>Adjourn: M/m/s Justin/Tom to adjourn at 6:52 P.M. 5-0 vote</p><p>Respectfully Submitted,</p><p>Ruth Cushman Jay Town Manager</p>
