FRAZIER OF 12 GREENVILLE AND TO HONOR HIM ON BEING 13 RECOGNIZED BY THE FRIENDS OF PICKENS COUNTY 14 GUARDIAN AD LITEM FOR HIS TIRELESS 15 CONTRIBUTIONS TO THE PROTECTION OF ABUSED 16 CHILDREN THROUGHOUT HIS CAREER. 17 18 Whereas, every year, the Friends of Pickens County Guardian ad 19 Litem honors an individual who has worked tirelessly in the field 20 of child abuse prevention. In April 2017, the Friends will 21 culminate their annual observance of Child Abuse Prevention 22 Kickoff Week with a luncheon, during which this year’s honoree, 23 the late Keith A. Frazier, will be recognized; and 24 25 Whereas, Keith Frazier, SCDSS director of Region I, served for 26 twentyfive years in South Carolina state government. A 1998 27 graduate of Winthrop College, he commenced his career at 28 Probation and Parole in York and Greenville counties. In 1996, he 29 began as a workforce consultant for Greenville County DSS, 30 serving there for two years; and 31 32 Whereas, in 1998, Keith assumed the role of the Greenville County 33 DSS business manager and managed a multitude of projects for 34 both Greenville County and the State. In 2007, he was appointed 35 interim county director for Pickens County, next serving as county 36 director for five years. He returned to Greenville County DSS in 37 2011 as county director and served in that capacity until 2016, 38 when he became regional director for Region I. This move gave 39 him responsibility for Greenville, Spartanburg, Anderson, Oconee, 40 Pickens, and Cherokee counties, as well as the regional Intake Hub 41 and regional Foster Home and Licensing Support Unit; and 42</p><p>[3805] 2 1 Whereas, during his short time as regional director, Keith made 2 several longlasting contributions to DSS. He strongly believed in 3 “loving on staff” and telling them how important their work was to 4 the families and children they serve and the agency. One of his 5 first projects was to establish a regional trauma and support 6 program, which gave each Region I county office a chaplain for 7 support during times of crisis. This program has been a great 8 success. Keith also launched supervisor summits, during which 9 supervisors and other leadership in Region I enjoyed training and 10 networking. His desire to see leaders grow also encouraged Keith 11 to start regional training for new supervisors to support them and 12 help them develop relationships with fellow supervisors across the 13 region; and 14 15 Whereas, he loved seeing positive outcomes for children and 16 families and was always striving to do better. Keith oversaw a 17 number of projects he believed would help keep children safe and 18 help children and families achieve permanency, such as case 19 mining for children in foster care. His passion has left a lasting 20 impact in his community, an impact increased by the numerous 21 boards and councils on which he served, among them the First 22 Steps Board (vice chair), Children Come First Development 23 Council, Work Force Investment Board of Greenville County, Safe 24 Kids Upstate, and Greenville Child Abuse Task Force; and 25 26 Whereas, Keith Frazier, who unfortunately died on January 16, 27 2017, drew strength for his labors from the strong support of his 28 family: his beloved wife of twentythree years, Charlotte 29 Munnerlyn Frazier, and his lovely daughter, Victoria Blake 30 Frazier. His loss is felt keenly by his family, colleagues, and 31 friends; and 32 33 Whereas, grateful for the legacy of consistent commitment and 34 excellence he bestowed on this great State, the House counts it a 35 privilege to salute Keith Frazier on being recognized for his 36 outstanding service in child abuse prevention. Well done, good and 37 faithful servant; you will be greatly missed.
