<p>Memorandum for Record</p><p>Issue: Three adult steelhead and two juvenile steelhead mortalities occurred at Little Goose Dam.</p><p>When: 12 March 2012 at approximately 0900</p><p>Description of incident: During final dewatering of the Navigation Lock on March 12, 2012 three adult steelhead (clipped) and two juvenile steelhead (origin unknown) were stranded and died on the Navigation lock floor near laterals 3, 4 and 5. </p><p>Background: On March 8, the Navigation Lock was dewatered for annual maintenance and inspections. During the dewatering all preparations were made to perform fish salvage. The fish salvage team performed overhead observations of the lock to spot fish as the water lowered. The team did not observe fish during the dewatering and no fish salvage was attempted inside the Nav. Lock. </p><p>After working hours on March 8 the drain valve to the drainage gallery was partially closed to slow draining to prevent flooding of the gallery. This procedure allowed the lock to partially refill to an estimated two feet above the nav. lock floor over the weekend March 9 – 11. It is surmised that this partial refilling allowed fish holding in the conduit system to reemerge into the lock through dislodged flooring panels or through the conduit slots located under the laterals. On March 12 at 0530 hours the shift operator fully opened the drain valve to again drain the nav. lock to below floor level so inspections could be performed. On Monday morning during inspections at approximately 0800 hours the dead fish were discovered.</p><p>Also observed were numerous fish in the conduit system under the nav. lock floor. These fish were observed to be in good condition having adequate water supply from leaking water stops. Fish in the conduit system were not able to be salvaged as it could not be pumped out due to the excessive leakage. </p><p>Other Species: Two Smallmouth bass mortalities were also recorded. </p><p>Remediation Plan: Future repetitive nav. lock refill and drainages will be monitored for fish and fish salvage personnel and equipment will be in place prior to initiating any water management action that may strand listed fish species.</p><p>Coordination with Regional Fish Managers: </p>
